This study analyzes the United States policies regarding China during the administration of President George W. Bush. Chi Wang examines the relationship between the United States and China from its tense origins to its current stability and shows that the China policy of the U.S. is ultimately based on pragmatic national interest that eventually overcomes short-term ideological difficulties or mistakes by inexperienced American administrations. Briefly touching on the China-policy legacy of Presidents George H.W. Bush and Bill Clinton, Wang provides a review of significant developments in U.S.-China policy during President George W. Bush's first term in office. By following with an analysis of the varied agendas of Bush's foreign policy advisors during his second term, readers are able to trace the influence of advisors on the president's China policy. Wang chronicles the reordering of U.S. security priorities after September 11, showing how this prompted Washington to embrace China in a measured partnership and has resulted in the short-term stabilization of U.S.-China relations.

The son of a prominent Chinese government official and general and the former schoolmate of Generalissimo Chiang Kai-shek, Chi Wang personally experienced one of the most tumultuous periods in Chinese history, including the Marco Polo Bridge Incident, the Japanese occupation of Hong Kong and mainland China, and the Chinese Civil War (1946-1949). In 1949, Wang left China for the United States, traveling though mainland China, Taiwan, and Hong Kong during the final days of the Chinese Civil War. After arriving in America, he quickly made a life for himself and became active in the development of Sino-American relations. A Compelling Journey from Peking to Washington follows the life of Chi Wang. We are first introduced to Wang as a young child fleeing with his family through China from encroaching Japanese forces. We see the ravages of the Sino-Japanese war from the eyes of someone who lived through it, only to have the post-war peace quickly overshadowed by a growing civil war between the Nationalists and Communists. During this tumultuous period, Wang’s father served as an important Nationalist general, allowing a deeper picture of these conflicts to emerge. Wang then decides to leave China for the United States just before the People’s Republic of China is formed. His new life in America begins as the China he grew up in is changed forever. As Wang adapts to living in America, he also has to come to terms with the increasing distance from his homeland due to the ongoing Cold War. He yearns to stay connected with the land where his family still lives while giving back to his adopted home. He accomplishes this through a long career where he is actively involved in fostering U.S.-China understanding and educational exchanges. Some of the major highlights of his career include a groundbreaking trip to China on behalf of the U.S. State Department in 1972, shortly after Nixon’s own trip; nearly 50 years working at the U.S. Library of Congress where he became the head of the Chinese and Korean Section, successfully growing its collection from 300,000 volumes to over 1 million; and the founding of the U.S.-China Policy Foundation in 1995.
