Diese Arbeit beschaftigt sich mit der Person und den Werken des Juristen Rebmann, der sich Anfang des 19. Jahrhunderts in den linksrheinischen Gebieten fur die Beibehaltung der franzosischen Rechtsinstitutionen eingesetzt hat. Rebmann ist nach seinem Studium der Rechts- und Staatswissenschaften in Erlangen und Jena als Literat, Schriftsteller und Jakobiner Ende des 18. Jahrhunderts in Deutschland bekannt geworden. Nach der Besetzung der linksrheinischen Gebiete durch die Franzosen tritt Rebmann in franzosische Dienste und ist fortan in den Rheinlanden als Richter und Literat tatig. Die Stationen seiner juristischen Karriere sind Trier und Mainz, wo er als Prasident des Spezialgerichtshofes auch Richter des -Schinderhannes- war. Nach der Befreiung der Rheinlande tritt Rebmann in bayerische Dienste, wo er 1824 in Zweibrucken als erster Prasident des pfalzischen Oberlandesgerichts stirbt. Er hat sich besondere Verdienste um die Organisation des Rheinkreises und die Beibehaltung der franzosischen Rechtsinstitutionen erworben."

In Deutschland verandert sich die Bevoelkerungsstruktur. Im Rahmen der Arbeit wird der Frage nachgegangen, welcher Sinngehalt der Garantie von Ehe und Familie beizumessen ist, insbesondere auf welche Chancen und Grenzen die Handlungsalternativen bei der Ausgestaltung dieses neuen Phanomens stossen. Der Verfasser kommt dabei zu dem Ergebnis, dass staatliches demografisch motiviertes Handeln durch Artikel 6 Abs. 1 des Grundgesetzes nicht nur nicht ausgeschlossen, sondern in vielerlei Facetten gefordert ist.
