The history of American radio broadcasting has often been written as a lament for lost possibilities, a tale of what might have been. One now familiar landmark in that account is the story of how American commercial broadcasters, in the passage of the 1934 Communications Act, won a great victory over reformers who wanted frequencies set aside for non-commercial use. It is generally agreed that the defeat of the radio reformers was decisive and permanent, and that the best hopes for a public radio in the United States had been thwarted by 1934. In Radio's Civic Ambition, however, author David Goodman focuses not on the lost possibilities and defeated reformers, but on what did happen as the beginning of another chapter in the story of the struggle over the meaning and purpose of American broadcasting. Commercial broadcasters paid a considerable price for their victory: in the years after 1934, American broadcasters always had to be seen to be providing public service as well as entertainment. An impressive range of programs, from imaginatively conceived classical music broadcasts to lively multi-opinion radio forums, was designed to promote civic engagement and individualization. By the later 1930s, political leaders, key social science and communications intellectuals, the Federal Communications Commission, and many articulate and educated ordinary Americans, increasingly expected commercial broadcasters in the US to perform a range of ambitious civic functions, including encouraging local community, strengthening democracy, fostering talent, and producing tolerance for other points of view. Deng Xiaoping and the Chinese Revolution
To the outside world Deng Xiaoping represents a contradiction - he is both China's most successful moderniser, and the `Butcher of Beijing', China's supreme leader who must take responsibility for the events surrounding Tiananmen Square in June 1989. However, Deng the politition has no such contradiction: only the Chinese Communist Party can bring modernisation to China. For Deng any threat to the Communist Party is a threat to the project of China's modernisation. This book attempts to reach beyond the spectacular economic success of recent years to understand Deng's own particular role and the sources of his political power. Deng Xiaoping was involved with the communist movement before there was even a Communitst Party of China and his entire career has been shaped by both the party and the network of relationships and people within it. David Goodman explores the way in which Deng has survived being purged three times via his contacts with key politicians, Zhou Enlai in Paris in the early 1920s and Mao Zedong from 1933 to the early 1960s. His close relationship with the military from the Sino-Japanese War of 1937 through to the present day, has also enabled him to survive difficult political periods. Indeed, Deng's wartime experience, in the Taihang Mountains, plays a central but often overlooked role in his later career, particularly as a source of political support. David Goodman has been able to draw on the substantial documentary sources that have become available from China since 1989 as well as the analysis of Deng's political life that has proliferated inside the People's Republic in recent years. In addition, there is included a catalogue and analysis of the speeches and writings of Deng Xiaoping since 1938, that will prove to be an invaluable reference aid to his years of influence and power. The result is a balanced evaluation of Deng the politician that provides fresh insights into the career of one of the twentieth centuy's greatest political survivors.

The brave independence of the 'roaring days', the camaraderie of the gold fields, jolly diggers on a spree-these are the images that have come down to us of the gold era of the 1850s in Australia and California. But these images were largely shaped decades later, by writers such as Henry Lawson and Bret Harte-they speak of later nostalgia rather than the experience of the time. In this study of the contemporary response to the discoveries of gold in Victoria and California, David Goodman argues that people at the time were apprehensive about gold rushing, and the kind of society it seemed to prefigure. In the chaos of the gold rushes, individual self-interest seemed to be all that could motivate people to any exertion. And it was only the economic rationalists of the day-those who believed in political economy and its promise, that out of the confusion of individual self-interest would come some sort of social order-who could wholeheartedly endorse the gold rushes as events. This is a history of the ways people talked about gold. As the first full-length cultural history of the gold rushes on two continents, it examines the meanings of gold at the time, and the narratives which were told about social disruption. It locates the deeper underlying themes in the response to gold. It also looks at the ways in which the dominant later memories of gold were shaped. And it is about national differences, about the construction of distinctive national cultures out of materials common to the British world. This book should be read not only by Australian and American historians but by anyone with an interest in the cultural history of modernity. Both the Californian gold rush of the late 1840s and the Victorian rush that followed in the early 1850s have attracted some outstanding historical writing. Here the two events at opposite edges of the Pacific are brought together in a cultural history of remarkable acuity. The West no longer regards communism in East Asia as a threat. On the contrary, because the communist party states of East Asia appear to be undergoing a process of reform directed primarily at economic modernization, it is now regarded as a potential market. The West’s attitude is reinforced by the recognition of East Asia’s economic importance more generally – a perception which in itself undoubtedly stimulated reform in the region’s communist party states. The causes, extent and consequences of reform in the East Asian communist party states are the concerns of the contributions to this volume, first published in 1988. It includes chapters on the reform process in China, North Korea, Vietnam and Mongolia; as well as examinations of the roles played by both China and the Soviet Union in the Asia-Pacific region. They demonstrate that a belief in a simple, single process of economic and political liberalization – brought about by the drive for economic modernization, the production imperative – is a misleading argument. Although the production imperative might act as a stimulus to reform, it is neither a sufficient nor even a necessary condition. In individual countries the communist party’s search for legitimacy, a change of leadership, or the relationship with the USSR have equally been the spur to reform. The drive for economic modernization may even be a consequence of the communist party’s desire to reform rather than a cause. The absence of a uniform pattern does not detract from the potential consequences of economic and political change. These challenge socialist thinking on the nature of collective life, ownership and rural society.
