Does Counter-Terrorism Work?

Does Counter-Terrorism Work?

Does Counter-Terrorism Work? offers an historically-grounded, systematic, and expert interrogation of the effectiveness of state responses to terrorist violence from one of the world's leading experts on terrorism. State responses to terrorism have shaped politics and society globally. But how far, and in what precise ways, has counter-terrorism actually succeeded? Based on the author's experience of studying terrorism and counter-terrorism for over three decades, Does Counter-Terrorism Work? offers an historically-grounded, systematic, and expert interrogation of the effectiveness of state responses to terrorist violence. Previous analyses have too often tended to be polarized, simplistic, and short-termist; they have also lacked a comprehensive framework against which properly to assess the (in)efficacy of counter-terrorist efforts over time. Richard English's pioneering book carefully defines what effective counter-terrorism would involve, and then tests that layered framework through cross-case, balanced, historically-focused comparison of important counter-terrorist campaigns. Drawing on a vast range of source material, Does Counter-Terrorism Work? assesses in detail the strategic, tactical, and personal or political achievements and failures evident this blood-stained field of work. The book is intended to stimulate debate and reflection among scholars, students, practitioners, and the wider public. Every one of us is daily affected by the choices made in counter-terrorist politics and policy. This deeply original book helps us to understand how society and politics have been shaped by such decisions in the past, and prepares us to respond more effectively in the future to one of the world's most important challenges.

The IRA has been a much richer, more complexly layered, and more protean organization than is frequently recognized. It is also more open to balanced examination now--at the end of its long war in the north of Ireland--than it was even a few years ago. Richard English's brilliant book offers a detailed history of the IRA, providing invaluable historical depth to our understanding of the modern-day Provisionals, the more militant wing formed in 1969 dedicated to the removal of the British Government from Northern Ireland and the reunification of Ireland. English examines the dramatic events of the Easter Rising in 1916 and the bitter guerrilla war of 1919-21; the partitioning of Ireland in the 1920s and the Irish Civil War of 1922-23. Here, too are the IRA campaigns in Northern Ireland and Britain during the 1930s, 1940, 1950s and 1960s. He shows how the Provisionals were born out of the turbulence generated by the 1960s civil rights movement; examines the escalating violence; the introduction of British troops to the streets of Northern Ireland; the split in the IRA which produced the Provisionals; the introduction of internment in 1971 and the tragedy of Bloody Sunday in 1972. He then examines the struggle over political status, culminating in the Hunger Strikes of the early 1980s and moves on to describe the Provisionals' emergence as a more committed political force throughout that decade, a politicization that made possible the peace process that has developed over the last decade. English offers a dazzling synthesis of the motives, actions and consequences of the IRA. Neither romanticizing the IRA nor condemning them out of hand, this is a balanced, definitive treatment of one of the world's leading revolutionary movements.
Radicals and the Republic

This is a comprehensive and scholarly study of socialist republicanism in independent Ireland between the wars. The 1934 Republican Congress movement exemplified the socialist republican stance, holding that `a Republic of a united Ireland will never be achieved except through a struggle which uproots capitalism on its way'. In this carefully argued study, Richard English demonstrates that the contradictory analysis which characterized the republican left during these years explains its political failure. He explores the mentality which typified republicans during the formative years of independent Ireland, and shows how their solipsistic zealotry was simultaneously self-sustaining and self-defeating. Dr English examines the complex relationship between economics and nationalism in the Irish Free State and the way in which this relationship determined the policies and success of the dominant Fianna Fail party. Radicals and the Republic is an important book which unravels the politics of a significant Irish republican cult and illuminates our reading of the history of independent Ireland.

Ernie O'Malley (1897-1957) was one of the most talented and colourful of modern Irish republicans. An important IRA leader in the 1916-1923 Irish Revolution, this bookish gunman subsequently became a distinguished intellectual, and the author of two classic autobiographical accounts of the revolutionary period: On Another Man's Wound and The Singing Flame. His post-revolutionary life took on a bohemian flavour. Travelling extensively in Europe and America, he mixed with a wide range of artistic and literary figures, and devoted himself to a variety of writing projects. In his IRA career he mixed with revolutionaries such as Michael Collins and Eamon de Valera; in his post-IRA years his friends included Samuel Beckett, Louis MacNeice, John Wayne, and John Ford. This important new thematic biography draws on previously unseen archival sources, and introduces O'Malley to both scholarly and general readers. O'Malley's post-revolutionary life was as turbulent as his IRA years, and illuminates many persistent themes of Irish history, ranging from the origins and culture of militant republicanism and the complexities of Anglo-Irish relations to the development of intellectual and artistic life in twentieth-century Ireland. This exciting new biography will be essential reading for anyone seeking to understand the background to modern Irish politics and the past and present role of the IRA.

Terrorism is one of the most significant security threats that we face in the twenty-first century. Not surprisingly, there is now a plethora of books on the subject, offering definitions of what terrorism is and proffering advice on what causes it and how states should react to it. But one of the most important questions about terrorism has, until now, been left remarkably under-scrutinized: does it work? Richard English now brings thirty years of professional expertise studying terrorism to the task of answering this complex--and controversial - question. Focussing principally on four of the most significant terrorist organizations of the last fifty years (al-Qaida, the Provisional IRA, Hamas, and ETA), and using a wealth of interview material with former terrorists as well as those involved in counter-terrorism, he argues that we need a far more honest understanding of the degree to which terrorism actually works--as well as a more nuanced insight into the precise ways in which it does so. Only then can we begin to grapple more effectively with what has become one of the most challenging and eye-catching issues of our time.

The post-9/11 War on Terror has spectacularly failed and this book argues that we now need a radically new approach to dealing with international terrorism. Recent policies have ignored the lessons of the past.Terrorist : How to Respond seeks to remedy this lack of vision by looking at the long history of terrorism and assessing why such violence emerges, how it is sustained, and - most crucially of all - how and why it ends. Written by an historian who has long studied Irish terrorism and politics, this book argues that we cannot adequately respond to the practical challenge of terrorist violence around the world unless we are more honest about the precise nature of the phenomenon, and about explaining its true and complex causes. Drawing on first-hand research into terrorist organizations, Richard English offers an authoritative and accessible analysis of arguably the most urgent political problem of the twenty-first century - and how we can successfully

Warfare is the most dangerous threat faced by modern humanity. It is also one of the key influences that has shaped the politics, economics, and society of the modern period. But what do we mean by modern war? What causes modern wars to begin? Why do people fight in them, why do they end, and what have they achieved? In this accessible and compelling Very Short Introduction, Richard English explores the assumptions we make about modern warfare and considers them against the backdrop of their historical reality.
