This book takes stock of the development of EU criminal law from the establishment of the ECSC to the first European Union criminal law directives passed after the Lisbon Treaty. The work considers criminal offences established at EU level, the effects of EU law on national criminalization, the emerging body of EU criminal procedural law, and the increasing recognition of defense rights as EU rights. Limits to the legal effects of EU-level rules require them to be examined in the light of Member State practice. How is EU criminal legislative competence regulated after the Lisbon Treaty? Is it based on a legal constitution, reviewed by judges, or should the system be described as a political constitution, largely in the hands of the legislature? This study asks what powers have been conferred on the Union in the field of substantive criminal law and how the exercise of its powers may be reviewed after the entry into force of the Lisbon Treaty. The questions raise a wide range of issues relevant to EU criminal law, but also to EU constitutional, administrative and institutional law. Ajatus parista sadasta muukalaisesta eteläpohjalaisessa pitäjässä oli aivan absurdi. Olisi luullut, että niinkin eksoottinen joukko olisi jättänyt jälkeensä tarinoita kerrottavaksi, mutta vuosien varrella en ollut kohdannut edes yhtä kuulopuhetta. Mielessä kävi epäily ikävistä teoista, jotka aikalaiset tietoisesti olivat halunneet unohtaa.Mistä oli kyse, kun pienen pohjalaispitäjän kylänraitille ilmestyi viimeisenä sotasyksynä kielten sekamelskaa puhuva joukko miehiä joka puolelta Eurooppaa? Ja kuinka heille kävi maailmansodan melskeissä?Kauhavalle perustettiin syksyllä 1944 leiri, jota paikalliset pitivät todellisena Babelina: leirillä puhuttiin tanskaa, venäjää, puolaa, norjaa, saksaa, ranskaa, hollantia ja monia muita kieliä. Se ei ollut vankileiri, vaan asukkaat hakivat Suomelta suojaa Saksaa ja Neuvostoliittoa vastaan. Aina se ei onnistunut. Esimerkiksi kaksi sveitsiläistä SS-miestä kirjattiin siviileiksi, mutta heidät jouduttiin luovuttamaan Neuvostoliittoon.Kun Samuli Miettinen törmäsi historian alaviitteeksi jääneeseen leiriin synnyinpitäjässään, hänen oli selvitettävä, mistä siinä oli kyse. Selvityksistä avautui Kauhavan lisäksi näköala sota-ajan Lappiin, jolle saksalaisten läsnäolo antoi leimansa. Harvaan asuttuun maakuntaan tuotiin työvoimaa kaikkialta Saksan miehittämästä Euroopasta. Sodan syttyessä Suomen ja Saksan välille nämä ihmiset jäivät vaikeaan tilanteeseen.
