Ausgehend vom rechtsdogmatischen Problem der Rechtskraft von Urteilen und Verwaltungsakten entwickelt Adolf Julius Merkl in seiner Lehre von der Rechtskraft aus dem Jahre 1923 eine so präzise wie kraftvolle Rechtstheorie. Aus der These, dass Recht grundsätzlich relativ unveränderbar ist, entwickelt er eine eigenständige Theorie der Rechtskraft. So bettet er die von ihm begründete (und durch Hans Kelsen übernommene) Stufenbaulehre sowie seine Theorie des "Fehlerkalküls", die den Umgang des Rechts mit fehlerhaften Entscheidungen als tragende Strukturprinzipien beschreibt, in die Theorie der Rechtsdynamik ein. Die bisher schwer zugängliche Schrift erweist sich als intellektuelles Kraftzentrum der Reinen Rechtslehre und präsentiert Merkl als eigentlichen Architekten zentraler Grundgedanken der Wiener Schule.
