An exceptional figure in the history of the German Navy, Wolfgang Luth was one of only seven men in the Wehrmacht to win Germany's highest combat decoration, the Knight's Cross with Oak Leaves, Swords, and Diamonds. At one time or another he operated in almost every theatre of the undersea war, from Norway to the Indian Ocean, and became the second most successful German U-boat ace in World War II, sinking more than 220,000 tons of merchant shipping. A master in the art of military leadership, Luth was the youngest man to be appointed to the rank of captain and the youngest to become commandant of the German Naval Academy. Nevertheless, his accomplishments were overshadowed by those of other great aces, such as Prien, Kretschmer, and Topp. The publication of this book in hardcover in 1990 marked the first comprehensive study of Luth's life. Jordan Vause corrects the long neglect by providing an entertaining and authoritative biography that places the ace in the context of the war at sea.

Quite the opposite image is shared by U-boat veterans and others sympathetic to their work: the knight who endures unrivaled danger and fights nobly. Yet another popular image depicts the submarine operator as a beleaguered sailor swept along by events beyond his control. This book examines the lives of many U-Bootwaffe officers, including the famous and the not-so-well known, to see if a pattern emerges.Drawing on a wealth of primary documents and, when possible, interviews or correspondence with the U-boat commanders themselves, Jordan Vause follows individual officers from their youths and early naval training through their wartime experiences and into the often bitter peace that followed. His close examination of their lives reveals that many were extremely different from the pictures typically drawn of them and as varied in their thoughts and actions as other fighting men on both sides of the war. Luth is credited with sinking 47 Allied ships and a submarine a record topped only by Otto Kretschmer. In 1944, after 16 war patrols, including one that lasted a record 203 days at sea, he was named commandant of the German naval academy and, aged 30, became the youngest commandant of the German Naval Academy. Until the publication of this comprehensive study his accomplishments were overshadowed by other aces. To correct the neglect, Jordan Vause provides an entertaining, authoritative biography. Vause was intrigued after seeing a portrait of Luth as a midshipman on display and set out to learn all he could, tracking down some of Luth s crewmen and fellow U-boat commanders. He draws on their first-hand information and a variety of written documents to provide a fascinating character analysis. In doing so, he encapsulates the paradoxes inherent in so many German submarine commanders, men spawned by the Nazi regime yet not entirely of it. Vause portrays Luth as a man of contradictions: an agent Nazi ideologue who could bend the rules for a slack sailor, a U-boat ace who could treat survivors of his attacks with clemency but then impetuously gun down other victims in cold blood. Even his best friend admitted that Luth had no remorse for the misery he inflicted on the crews of sunken ships. On the night of May 13th 1945 he was accidentally shot and killed by a German sentry. On May 16th 1945 he was given the Third Reich s last state funeral.

This evaluation, prepared in collaboration with the Islamic Development Bank, looks at the effectiveness of Bank assistance to Jordan during the 1990s, from three perspectives: an analysis of the Bank's services and products, development impact, and the contribution of the Bank and its development partners, to development outcomes. The Bank's strategy since 1990, based on wide-ranging and influential analytic and advisory activities, was to support macroeconomic stabilization and pro-market structural reforms to foster growth. The increased focus on the social sectors was aligned with the Millennium Development Goals (MDGs). The strategy was relevant to the government's priorities outlined in a series of five-year economic and social development plans. The Bank's programs, in particular, were successful in promoting policy reforms. Substantial tariff, trade and financial sector reforms, together with the removal of disincentives for investment and the privatization of government enterprises, were achieved. Bank assistance also contributed to significant progress in the agriculture, water and social sectors. With Bank support, Jordan made excellent progress in almost all areas covered by the MDGs, and is likely to meet the target levels by 2015. However, these gains have been achieved in an inefficient manner and the cost in terms of public expenditures has been relatively high. Recommendations outline much needed public sector reform, for despite some public expenditures being curtailed, the country's vulnerability to external shocks, remains high, and the potential for regional instability is also considerable. Future Bank assistance should focus on public expenditure restructuring, enhanced water management and conservation, and poverty reduction.
