While the prohibition of custodial torture is absolute and it applies even during war or other emergency situations, the fact is that custodial torture continues to prevail in today's times of modernization and globalization. The only thing that has changed with time is the degree of meticulousness and sophistication with which it is practiced today. This work analyses custodial violence, ill-treatment, and crimes committed by the police and armed forces in India. It analyses custodial violence in the light of the reports of the UN Special Rapporteur on Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment; Committee against Torture; European Commission; Asian Human Rights Commissions; National Human Rights Commission; National Crime Record Bureau; police journals; international and national NGOs; and other international standards. Providing a detailed overview of the Indian police system and examining its structure and functions, the work critically examines the role and accountability of the police in India and lays emphasis on the human rights of citizens referring to the guidelines of the National Human Rights Commission for the prevention of custodial violence and protection of victims and their rights.
What motivates citizens to support one party over the other? Do they carefully weigh all of the relevant issues and assess which party or candidate best matches their own positions? Or do people look at politics as something more akin to a team sport--the specifics do not matter as long as you know what side your team is on? Answering these questions requires us to think about how much the average American knows about politics. Many scholars of public opinion believe that the majority of Americans only pay passing attention to politics. Thus the electorate's apparent lack of political competence presents a direct challenge to normative theories of democracy. How are citizens supposed to exert control over the government if they have no idea what is going on? In Political Choice in a Polarized America, Joshua N. Zingher argues that these fears are overblown. Not only do individuals have core beliefs about what the government should or should not do, but individuals have become more likely to support the party that best matches their policy attitudes by both identifying as a member of that party and voting for that party in elections. However, as Zingher demonstrates, voters' ability to match their attitudes to a party or candidate varies according to signals sent by elites and increases as parties become more polarized. This is true even among citizens with less political knowledge and efficacy. Voters now consistently cast ballots for the candidates who best match their own policy orientations and are increasingly likely to express hostility towards members of the other party due to growing elite polarization. Moreover, policy preferences tend to remain stable over time and both shape and are shaped by partisanship. Tackling decades of mixed findings about the prevalence (or lack) of policy voting, Zingher argues that the average American is much more likely to vote for the party that best represents their views than they were in the past. American voters have adapted to a more polarized environment by becoming more polarized themselves.

The struggle to read Jeremiah 31:31–34 as Christian Scripture has a long and divided history, cutting across nearly every major locus of Christian theology. Yet little has been done either to examine closely the varieties of interpretation in the Christian tradition from the post-Nicene period to the modern era, or to make use of such interpretations as helpful interlocutors. This work begins with Augustine’s interpretation of Jer 31:31–34 as an absolute contrast between unbelief and faith, rather than the now-standard reading (found in Jerome) of a contrast between two successive religio-historical eras—one that governed Israel (the “old covenant”) and a new era and its covenant inaugurated in the coming of Christ. Augustine’s absolute contrast loosened the strict temporal concern, so that the faithful of any era were members of the “new covenant.” The study traces Augustine’s reading of an absolute contrast in a few key moments of Christian interpretation: Thomas Aquinas and high medieval theology, then the 16th and 17th century Reformed tradition. The thesis aims at a constructive reading of Jer 31:31–34, and so the struggle identified in these moments in the Christian tradition is brought into dialogue with modern critical discussions from Bernhard Duhm to the present. Finally, the author turns to an exegetical argument for an ‘Augustinian’ reading of the contrast of the covenants.
