This book examines the impact of different doses of cocaine on three interrelated measures related to affective behaviours between adolescent and adult mice in order to assess the range of affective and rewarding responses, measure of despair, activity, and reward were used. Such methods included the forced swim test (FST), motor activity (MA), and the conditioned place preference (CPP) tests, respectively. Cocaine was selected, in part, because of its robust psychostimulant properties, its use by millions of substance abusers world-wide, and its well understood mechanism of action. This study may help explain some of the neurobiological underpinnings of these finding because cocaine was especially effective in reducing despair-related behaviour in adolescence compared with adults, yet less effective in as an euphoric agent.

Over the past half century, western democracies have lead efforts to entrench the economic and political values of liberal democracy into the foundations of European and international public order. As this book details, the relationship between the media and the state has been at the heart of those efforts. In that relationship, often framed in constitutional principles, the liberal democratic state has celebrated the liberty to publish information and entertainment content, while also forcefully setting the limits for harmful or offensive expression. It is thus a relationship rooted in the state's need for security, authority, and legitimacy as much as liberalism's powerful arguments for economic and political freedom. In Europe, this long running endeavour has yielded a market based, liberal democratic regional order that has profound consequences for media law and policy in the member states. This book examines the economic and human rights aspects of European media law, which is not only comparatively coherent but also increasingly restrictive, rejecting alternatives that are well within the traditions of liberalism. Parallel efforts in the international sphere have been markedly less successful. In international media law, the division between trade and human rights remains largely unabridged and, in the latter field, liberal democratic concepts of free speech are influential but rarely decisive. In the international sphere states are moreover quick to assert their rights to autonomy. Nonetheless, the current communications revolution has overturned fundamental assumptions about the media and the state around the world, eroding the boundaries between domestic and foreign media as well as mass and personal communication. European and International Media Law sets legal and policy developments in the context of this fast changing, globalized media and communications sector.

Secrets Under the Parking Lot: The True Story of Upper Arlington, Ohio, and the History of Perry Township in the Nineteenth Century
Pleasant Litchford and his family traveled as freed slaves from Virginia, who settled in Franklin County, Perry Township, Ohio, in the years between 1829-1830. The family struggled alongside other pioneers to establish a home in the Ohio wilderness. By the time of the Civil War, Pleasant was the fourth-largest landowner in Perry Township. He was a staunch advocate for the anti-slavery movement and a strong figure in the Underground Railroad. Pleasant and his family were also founders of the Second Baptist Church in Columbus in the 1840s. This church is still a vibrant part of the community. Pleasant Litchford had a 1/2 acre of his land set aside for a family cemetery on one of his many landholdings. Early in the twentieth century, there was a social shift in the community that mirrored the national climate. Policies were put in place in Upper Arlington by the Thompson brothers, to exclude people of color from landownership in attempts to create an all-white country club community. In 1955, the Litchford Cemetery was removed to build the Upper Arlington High School. Some of the remains were removed, but many were left behind. Those removed ended up in a far back part of Union Cemetery with no markers. They were left there to be forgotten. The rest of the Litchford Cemetery lies beneath the parking lot of the Upper Arlington High School. Since the publishing of the first edition, much has come to light. We need to honor those who settled the harsh wilderness of Ohio. Many residents are working hard to make sure that Pleasant Litchford's story continues. Acknowledging the truth of history and finding ways to make amends to those who have not been provided the respect they deserved, in life and in death.

Since 2007, security has improved dramatically in Iraq. The U.S. and Iraqi governments - and most Iraqis - want to see both the U.S. presence there reduced and the Iraqi government and security forces assuming a greater role in providing for public security. The challenge is to effect this drawdown while preserving security and stability in the country and in the region. In response to tasking from the U.S. Congress, RAND researchers conducted an independent study to examine drawdown schedules, risks, and mitigating strategies. They identified logistical constraints on moving equipment out of the country, assessed trends in insurgent activity and the ability of Iraqi security forces to counter it, and examined the implications for the size of the residual U.S. force and for security in Iraq and the region. This book presents alternative drawdown schedules - one consistent with the Obama administration's stated intentions and two others, one somewhat slower and another faster - that are responsive to these factors. It also recommends steps that the United States can take to alleviate anticipated constraints, overcome likely resistance, and reduce the potential risks associated with a drawdown. For more than 60 years, decisionmakers in the public and private sectors have turned to the RAND Corporation for objective analysis and effective solutions that address the challenges facing the nation and the world.
