The emergence of the metropolitan complex as the characteristic urban form in the United States has raised the question of the adequacy of traditional local governments to cope with changed local conditions. Most studies on this subject have focused on the attempts by suburbs to achieve metropolitan forms of government, stressing the interdependence of local units of government and the resulting need for integrative governments to formulate and execute area-wide policies. This book takes note of the failures of the metropolitan governmental proposals and turns attention to the forces for decentralization in the government of metropolitan areas. In other words, this is a study of the forces for independence-the values that impel local units to cherish and protect their separate identities. It seeks to describe these values not as sentiments, but as actual public policies realized through the actions of local governments. Specifically, it analyzes the way in which local municipal and school fiscal policies and the patterns of inter-local cooperative arrangements reflect the discrete circumstances of the individual suburbs. The locus of the study is the Philadelphia area, but its findings will be of interest to a national as well as a local audience. Approximately 300 municipalities are covered in the analysis. The findings of the study are discussed for their implications for future changes in the governing of metropolitan areas. Although scholarly in its approach to urban problems, this empirical study has been written in a way that will make it understandable and valuable to the lay reader. It is illustrated with maps and charts, and includes a lengthy statistical appendix.

What keeps people in jobs or occupations is the central theme of four studies that interpret workers' attitudes toward job-changing in the light of their work experience as well as their expectations for the future. Gladys Palmer, in collaboration with Herbert S. Parnes of Ohio State University and Richard C. Wilcock of the University of Illinois, has experimented in the key study with analyses designed to measure the strength of a person's attachment to his or her occupation or employer. Attitude questions are given a time dimension by checking them against the job histories of individual workers and by including evaluations of crucial job decisions in the past. The effect of private pension plans upon the inclination to change jobs is examined by Parnes, with surprising results. A third study, by Carol P. Brainerd, considers the impact of the search for economic security on a highly skilled group by tracing changes over thirty years in the way toolmakers move between jobs and in the methods of training them. Mary W. Herman uses both America and European materials to analyze the connection between the ideas of social class, work attitude, aspirations for moving up the social scale, and the amount that actually occurs between different levels of skill. The volume emphasizes the work experience and attitudes of male production workers in the stable period of their working lives, when family responsibilities are usually heavy. At the same points, however, it also covers women workers and the full range of age groups in the adult population. In the concluding chapter, Palmer brings the findings together, examines their implications for understanding the complex factors that determine individual movements in the labor market, and assesses the various attitude measures developed as predictors of attachment or mobility. Materials, sources, and technical aspects of the analysis are discussed in four appendices. These studies have both practical appeal and research interest. Personnel workers, guidance counselors, employment specialists, and others involved in the everyday workings of the labor market will appreciate the insights into worker attitudes and behavior, while the analysis of institutional force and of motivations and trends in mobility will interest labor economists and sociologists, as well as technicians in the field of attitude research. In recent years, the adequacy of collected water quality data and the performance of existing monitoring networks have been seriously evaluated for two basic reasons. First, an efficient information system is required to satisfy the needs of water quality management plans and to aid in the decision-making process. Second, this system has to be realized under the constraints of limited financial resources, sampling and analysis facilities, and manpower. Problems observed in available data and shortcomings of current networks have led researchers to focus more critically on the design procedures used. The book is intended to present an up-to-date overview of the current network design procedures and develop basic guidelines to be followed in both the design and the redesign of water quality monitoring networks. The book treats the network design problem in a comprehensive and systematic framework, starting with objectives of monitoring and elaborating on various technical design features, e.g. selection of sampling sites, sampling frequencies, variables to be monitored, and sampling duration. The design procedures presented are those that the authors have recently applied in a number of national and international projects on the design and redesign of water quality monitoring networks. Thus, the book covers real case studies where not only the methods described in the earlier titles are used but also new techniques are introduced. Where earlier methods are used, they are assessed with respect to their efficiency and applicability to real case problems. Audience: Essentially, the framework adopted in the book applies as well to other hydrometric data collection networks besides those of water quality. In this respect, it is expected that planners, designers, scientists, and engineers who are involved in hydrometric network design will benefit from the in-depth approach assumed in this book.
