Participatory Budgeting in Global Perspective

Participatory Budgeting in Global Perspective

Participatory Budgeting continues to spread across the globe as government officials and citizens adopt this innovative democratic program in the hopes of strengthening accountability, civil society, and well-being. Governments often adapt PB's basic program design to meet local needs, thus creating wide variation in how PB programs function. Some programs retain features of radical democracy, others focus on community mobilization, and yet other programs seek to promote participatory development. Participatory Budgeting in Global Perspective provides a theoretical and empirical explanation to account for widespread variation in PB's adoption, adaptation, and impacts. This book develops six "PB types" to account for the wide variation in how PB programs function as well as the outcomes they produce. To illustrate the similar patterns across the globe, four empirical chapters present a rich set of case studies that illuminate the wide differences among these programs; chapters are organized regionally, with chapters on Latin America, Asia, Sub-Saharan Africa, Europe, and North America. By organizing the chapters regionally, it becomes clear that there are temporal, spatial, economic, and organizational factors that produce different programs across regions, but similar programs within each region. A key empirical finding is that the change in PB rules and design is now leading to significant differences in the outcomes these programs produce. We find that some programs successfully promote accountability, expand civil society, and improve well-being but, too often, researchers do not have any evidence tying PB to significant social or political change.

By some estimates, there are as many as twelve million psychopaths in the United States alone. Cold-blooded, remorseless, and strangely charismatic, they commit at least half of all serious and violent crimes. Supposedly, most serial killers are psychopaths, as, surprisngly, are large numbers of corporate executives. They seem to be an inescapable, and fascinating, threat in our midst. But is psychopathy a brain disorder, as many scientists now claim? Or is it just a reflection of modern society’s deepest fears? The Myth of the Born Criminal offers the first comprehensive critique of the concept of psychopathy from the eighteenth-century origins of the born-criminal theory to the latest neuroimaging, behavioural genetics, and statistical studies. Jarkko Jalava, Stephanie Griffiths, and Michael Maraun use their expertise in neuropsychology, psychometrics, and criminology to dispel the myth that psychopathy is a biologically-based condition. Deconstructing the emotive language with which both research scientists and reporters describe the psychopaths among us, they explain how the idea of psychopathy offers a comforting neurobiological solution to the mystery of evil. A stunning merger of rigorous science and clear-sighted cultural analysis, The Myth of the Born Criminal is for anyone who wonders just what truth – or fiction – lurks behind the study of psychopathy.

Climate-driven natural hazards will continue to affect Department of the Air Force (DAF) installations and missions for the foreseeable future. There is a need for the DAF to consider how installation infrastructure projects that improve hazard resilience may be prioritized. A new approach allows comparison of infrastructure projects based on their ability to improve installation resilience to climate-related hazards.

This issue of Plough Quarterly explores the effects of technology on human flourishing. Whether its artificial intelligence, genome editing, Big Tech monopolies, or social media–induced depression, we live in a world that is being reshaped by technology from the ground up. How do we stay human? This issue of Plough Quarterly addresses challenges ranging from the lure of transhumanism to the erosion of silence by the smartphone. Technophobia is no answer, our contributors agree, but neither is a refusal to tackle real dangers. They ask: Why not try living without a computer or a television? Why give tablets to children when Steve Jobs refused to give them to his kids? Why write using a keyboard when you could wield a fountain pen? Technological asceticism of this kind won’t solve society-wide dilemmas. But it can help us maintain the spiritual independence needed to respond to them rightly. Also in this issue: original poetry by Jacob Stratman; reviews of new books by Ian Johnson, Steve Roud, and Markus Rathey; insights from Wendell Berry, Viktor Frankl, Ivan Illich, Carl Sandburg, C. S. Lewis, Alfred Delp, and Christoph Blumhardt; and art by Pieter Bruegel the Elder, Jack Baumgartner, Nicholas Roerich, Rachel Newling, Kay Polk, Suellen McCrary, Stephen Scott Young, Jie Wei Zhou, Kiéra Malone, Torkel Pettersson, Mari Rast, Albrecht Dürer, René Magritte, and Kyle T. Webster. Plough Quarterly features stories, ideas, and culture for people eager to put their faith into action. Each issue brings you in-depth articles, interviews, poetry, book reviews, and art to help you put Jesus’ message into practice and find common cause with others.

The fascinating tale of Hollywood powerhouse Paramount Pictures--beginning with its birth in the 1910s through the turbulent decade of the 1930s--was told in Early Paramount Studios by Marc Wanamaker, Michael Christaldi, and E.J. Stephens. Now the same authors are back to tell the next 60 years of the studio saga in Paramount Studios: 1940-2000, with a foreword by former Paramount head of production Robert Evans. This book picks up the story during the time of World War II--a successful era for the studio--which was followed by a decade of decline due to the upstart medium of television. By the 1960s, the studio teetered on the brink of bankruptcy before rebounding, thanks to several 1970s blockbusters, such as Love Story, The Godfather, and Chinatown. The tale continues through the final decades of the 20th century when Paramount showcased some of the greatest hits in its history.

Electing a Mega-Mayor represents the first-ever comprehensive, survey-based examination of a Canadian mayoral race and provides a unique, detailed account of the 2014 mayoral election in Toronto. After making the case that local elections deserve more attention from scholars of political behaviour, this book offers readers an understanding of Toronto politics at the time of the 2014 election and presents relevant background on the major candidates. It considers the importance that Torontonians attached to policy concerns and identifies the bases of support for the outgoing, scandal-ridden mayor, Rob Ford, and his brother Doug. In the penultimate chapter, the authors examine how Torontonians viewed their elected officials, and the city’s performance, two years after the election. McGregor, Moore, and Stephenson conclude with a reflection on what the analysis of the Toronto 2014 election says about voters in large cities in general and provide a short epilogue addressing the 2018 election results. Written in an accessible style, this is the first book on the politics of Toronto during the Ford era that focuses on the perspective of the voter.
