The state is back, and it means business. Since the turn of the 21st century, state-owned enterprises, sovereign funds, and policy banks have vastly expanded their control over assets and markets. Concurrently, governments have experimented with increasingly assertive modalities of statism, from techno-industrial policies and spatial development strategies to economic nationalism and trade and investment restrictions. This book argues that we are currently witnessing a historic arc in the trajectories of state intervention, characterized by a drastic reconfiguration of the state's role as promoter, supervisor, shareholder-investor, and direct owner of capital across the world economy. It offers a comprehensive analysis of this “new state capitalism”, as commentators increasingly refer to it, and maps out its key empirical manifestations across a range of geographies, cases, and issue areas. Alami and Dixon show that the new state capitalism is rooted in deep geopolitical economic and financial processes pertaining to the secular development of global capitalism, as much as it is the product of the geoeconomic agency of states and the global corporate strategies of leading firms. The book demonstrates that the proliferation of muscular modalities of statist interventionism and the increasing concentration of capital in the hands of states indicate foundational shifts in global capitalism. This includes a growing fusion of private and state capital, and the development of flexible and liquid forms of property that collapse the distinction between state and private ownership, control, and management. This has fundamental implications for the nature and operations of global capitalism and world politics. Domestic Counter-Terrorism in a Global World
Although both Canada and the United Kingdom had experienced terrorism prior to the attacks of 9/11 and already had in place extensive provisions to deal with terrorism, the events of that day led to the enactment of new and expansive counter-terrorism legislation being enacted in both jurisdictions. This book explores these changes to counter-terrorism laws and policies in the UK and Canada in order to demonstrate that despite the force of international legal instruments, including the heavily scrutinized UN Security Council Resolution 1373, the evolution of counter-terrorism policies in different jurisdictions is best analyzed and understood as a product of local institutional structures and cultures.The book compares legal and political structures and cultures within Canada and the United Kingdom. It analyses variations in the evolution post-9/11 counter-terrorism measures in the two jurisdictions and explores the domestic reasons for them. While focus is primarily geared towards security certificates and bail with recognizance/investigative hearings in Canada, and detention without trial, control orders and TPIMs in the UK, the use of secret evidence in the wider national security context (terrorist listing, civil litigation, criminal prosecutions, etc.) is also discussed. The book reveals how domestic structures and cultures, including the legal system, the relative stability of government, local human rights culture, and geopolitical relationships all influence how counter-terrorism measures evolve. In this sense, the book utilizes a methodology that is both comparative and interdisciplinary by engaging in legal, political, historical and cultural analyses. This book will be particularly useful for target audiences in the fields of comparative law and criminal justice, counter-terrorism law, human rights law, and international relations and politics.

Muslim Cosmopolitanism in the Age of Empire recovers the stories of five Indian Muslim scholars who, in the aftermath of the uprising of 1857, were hunted by British authorities, fled their homes in India for such destinations as Cairo, Mecca, and Istanbul, and became active participants in a flourishing pan-Islamic intellectual network at the cusp of the British and Ottoman empires. Seema Alavi traces this network, born in the age of empire, which became the basis of a global Muslim sensibility—a form of political and cultural affiliation that competes with ideas of nationhood today as it did in the previous century.By demonstrating that these Muslim networks depended on European empires and that their sensibility was shaped by the West in many subtle ways, Alavi challenges the idea that all pan-Islamic configurations are anti-Western or pro-Caliphate. Indeed, Western imperial hegemony empowered the very inter-Asian Muslim connections that went on to outlive European empires. Diverging from the medieval idea of the umma, this new cosmopolitan community stressed consensus in matters of belief, ritual, and devotion and found inspiration in the liberal reforms then gaining traction in the Ottoman world. Alavi breaks new ground in the writing of nineteenth-century history by engaging equally with the South Asian and Ottoman worlds, and by telling a non-Eurocentric story of global modernity without overlooking the importance of the British Empire.
