Hunger is an issue which has been subject to much rigorous intellectual examination by economists, philosophers, sociologists, NGOs and governments. This volume provides a critical overview of current academic and political perspectives and then compares these views from thenon-hungry people with those of thehungry particularly from a broad range of poor communities in India. Their views are gathered using participatory rural appraisal techniques and the scale of the material presented is unprecedented. Not surprisingly, the comparisons show that the perceptions of the hungry are fundamentally different from those of the non-hungry. It makes compelling suggestions about how best policy makers can attempt to eliminate hunger based on what the hungry themselves suggest. The book also draws attention to the critical role of Common Property Resources and women in the fight against under-nutrition, which have so far been largely ignored.

Why did affirmative action programs implemented during the sixties and seventies suffer vicious assaults in the nineties? How were culturally resonant appeals to individualism and colorblindness turned around during the nineties to epitomize a "toxic system of quotas, preference, and set-asides"?In The Racial Order of Things, Roopali Mukherjee analyzes reversals and reinterpretations that mark the turn from the civil rights era of the sixties to the post-soul decade of the nineties. She begins by surveying a series of intractable disagreements over race- and gender-based social justice that have played out over the past decade, framed by the 1996 passage of California's Proposition 209 and the 2003 Supreme Court decision on admissions criteria at the University of Michigan. Examining political campaigns for and against affirmative action as well as films about dilemmas of gender and race in the mythic meritocracy, the book exposes a remarkable discursive tug-of-war over antidiscrimination policies during the nineties.Highlighting the ways in which categories such as "blackness" and "women" have operated in these debates, Mukherjee sees the public policy process as a key site where cultural identities are formed, recognized, and discarded. Considering mainstream media, including Hollywood films like Disclosure, G.I. Jane, Courage under Fire, and The Contender, Mukherjee focuses on conflicts following the introduction of women and blacks into the workplace. She explores the politics of public memory about the civil rights era through the lens of feature film, documentary, and network news. Using newspaper articles and legislative records, Mukherjee provides a comparative reading of narratives and counternarratives of the debate surrounding the 1964 Civil Rights Act and anti–affirmative action campaigns of the neoliberal nineties.Balancing policy narrative, cinematic reading, and conceptual analysis, Mukherjee demonstrates a shifting and paradoxical racial order that explains how the cultural authority and political career of affirmative action remains in flux, thoroughly contested, and contradictory.Roopali Mukherjee is assistant professor of media studies at Queens College of the City University of New York.

Boundary Methods: Elements, Contours, and Nodes presents the results of cutting-edge research in boundary-based mesh-free methods. These methods combine the dimensionality advantage of the boundary element method with the ease of discretization of mesh-free methods, both of which, for some problems, hold distinct advantages over the finite element method. After introducing some novel topics related to the boundary element method (BEM), the authors focus on the boundary contour method (BCM)-a variant of the BEM that further reduces the dimensionality of a problem. The final section of the book explores the boundary node method, which combines the BEM with moving least-squares approximants to produce a mesh-free, boundary-only method. The authors, who are also the primary developers of these methods, clearly introduce and develop each topic. In addition to numerical solutions of boundary value problems in potential theory and linear elasticity, they also discuss topics such as shape sensitivities, shape optimization, and adaptive meshing. Numerical results for selected problems appear throughout the book, as do extensive references.

While comparative analyses of the content of BI tools has proliferated, the knowledge gap about the procedural needs of BI policy design is growing recognizably, as the range of BI responses grows in practice necessitating specific capabilities, processes and institutional frameworks to be in place for their design. This Element draws on the literature on policy design and innovation adoption to explore the administrative, institutional and capacity endowments of governments for the successful and appropriate integration of BI in existing policy frameworks. Further, we present three illustrative cases with respect to their experience of essential procedural endowments facilitating for the effective integration of BI in policy design.
