Writing critically about something you have come to regard with affection must provoke mixed emotions. As I learned more and more about the modern battleship's shortcomings, I found myself, like so many before me, falling under its spell. I have traveled hundreds of miles to visit these wonderful ships, reverently preserved like a necklace of talismans around our nation's coasts. I have stood in awe under the great guns, wondering what it must have been like to hear them fire. Perhaps it is true that their sound and fury signified very little in terms of actual destructive power. But most people thought they did, and that was and still is important. Besides, for the most part, we were proud of those ships. Now we live in a time of weapons so terrible that we must actually hide them-beneath the ground and below the surface of the sea. But, like battleships, they keep the peace precisely because of what others think they can do. All things being equal, who would not prefer the dreadnoughts?

The quest for a viable policy toward the Third World will be a dominant theme in U.S. foreign policy throughout this decade. But before any judgments can be made about the range of choices for U.S. policymakers, it is necessary to understand the pressures that are likely to confront developing nations during the 1980s as well as the efforts of these nations as a group to extract greater resources and attention from the international system. This book considers policy responses that have been and are likely to be implemented by developing nations as they face increasing pressures in the areas of food, energy, trade, and debt – the main areas of interaction within the international system. The author also presents an analysis of how the North-South Dialogue functions and why it has produced so few genuine settlements, providing an additional perspective on whether the pressures on the developing countries might be diminished by successful global negotiations. The conclusions reached by examining policy responses and the Dialogue itself provide the basis for a number of specific policy prescriptions. They also help to establish a framework within which U.S. policy initiatives toward the Third World must be formed. The two concluding chapters discuss these policy choices in detail, carefully analyzing the advantages and disadvantages of persisting in present policies, attempting a genuine global restructuring, choosing to concentrate attention on a few "new influentials" in the Third World, and trying to construct a new approach out of selected elements of the other policy approaches.

Sacred Vessels is an irreverent account of the modern battleship and its place in American naval history from the sinking of the coal-fired Maine in Havana Harbor in 1898 to the deployment of the cruise missile-armed Missouri in the Persian Gulf in 1991. With provocative insight and wit, Robert O'Connell conclusively demonstrates that the vaunted battleship was in fact never an effective weapon of war, even before developments in aircraft and submarine technology sealed its doom. The worlds navies failed to recognize the full implications of rapid technological change at the turn of the century but were enthralled by the revolutionary design of the HMS Dreadnought, launched in 1903. Nations raced to build and deploy the biggest, the fastest, and the greatest possible number of battleships, usually at the expense of much more effective forms of naval force. Dreadnoughts became the international currency of great power status, subject to the same anxious accountancy as nuclear weapons today. Their awesome beauty captured the public s imagination and won the unquestioning devotion of naval officers everywhere. When war came in 1914, the world held its breath in anticipation of a modern-day Trafalgar, but dreadnoughts everywhere avoided battle, and when they were forced to fight, the results were inconclusive or irrelevant. In spite of this display of impotence, the world's shipyards continued to turn out the great vessels. The sinking of the heart of the U.S. battlefleet at Pearl Harbor–an event that finally forced the United States into World War II–ironically also began to shake the U.S. Navy free from its infatuation with the dreadnought in favor of the more practical charms of the aircraft carrier. Still, sheer faith in the battleship ensured that it would live to fight again, this time with even more questionable results. In fact, says O'Connell, battleships have never played an important role in the outcome of any modern war, but they have continued to be resurrected and refurbished–even garnished with nuclear weapons–right up to the present day. Television images of the Missouri and the Wisconsin firing on the shores of Iraq in 1991 were not just a glimpse of an anachronism: We were witnessing, with a lingering sense of awe, the last gasp of a fire-breathing behemoth that in actuality was all but toothless from the moment of its conception. Sacred Vessels is more than the unmasking of a false idol of naval history. In 1972 a monograph by Cronbach, Gleser, Nanda, and Rajaratnam was published entitled The Dependability of Behavioral Measurements. That book incorporated, systematized, and extended their previous research into what came to be called generalizability theory, which liberalizes classical test theory, in part through the application of analysis of variance proce­ dures that focus on variance components. Generalizability theory is perhaps the most broadly defined measurement model currently in existence, and the Cronbach et al. (1972) treatment of the theory represents a major con­ tribution to psychometrics. However, as Cronbach et al. (1972, p. 3) state, their book is "complexly organized and by no means simple to follow" and, of course, it is nearly 30 years old. In 1983, ACT, Inc. published my monograph entitled Elements of Gen­ eralizability Theory, with a slightly revised version appearing in 1992. That treatment is considerably less comprehensive than Cronbach et al. (1972) but still detailed enough to convey much ofthe richness of the theory and to facilitate its application. However, the 1983/1992 monograph is essen­ tially two decades old, it does not cover multivariate generalizability theory in depth, and it does not incorporate recent developments in statistics that bear upon the estimation of variance components. Also, of course, there have been numerous developments in generalizability theory in the last 20 years.

A serendipitous discovery in nuclear physics has led to a useful tool in materials science. In the late 1950s, scientists at General Electric (among them the author) discovered that when mica is exposed to energetic charged particles (such as are emitted in radioactive decay or occur in cosmic rays), the particles leave latent tracks in the material. When such a material is chemically etched, the tracks are revealed as narrow, deep pits, whose size and shape is determined both by the particle that made the track and by the technique used in etching. It soon turned out that glass, plastics, or certain other materials can be similarly treated. This discovery paved the way not only for a new and useful method of measuring radioactivity, it has also found widespread applications in other fields, ranging from geology and materials science to archaeology and art history. Thus, for example, naturally produced tracks can be used to estimate the age of a mineral deposit or an archaeological material; and deliberately produced tracks can be used to make extremely fine filters. Fleischer presents the history of these developments and discusses the applications of the technique in a way that will be interesting to anyone with a minimal knowledge of physics.
