While free trade agreements and other intermediary trade agreements allow emerging nations increased access to markets, many low- and middle-income countries lack the capacity required to meet global standards. Deficiencies in quality of product, speed of transport, or quality of regulation can prevent countries from reaping the benefits of trade agreements, particularly with the United States. This report of the CSIS Congressional Task Force on Trade Capacity Building—cochaired by Representatives Charles Boustany (R-LA) and Jared Polis (D-CO)—focuses on how projects to build trade capacity can be planned and coordinated to maximize the benefits of new trade agreements, both for the United States and its partners.

A Hindu-Jewish Conversation: Root Traditions in Dialogue is a historical, theological, and phenomenological engagement of the Hindu and Jewish traditions, two “root” traditions that give rise to other—in some ways very different—types of religious traditions. Rachel Fell McDermott and Daniel F. Polish explore conceptions of the divine, which are frequently cited as the most serious obstacle to a serious theological engagement between the two traditions; differences in attitude towards heroes, saints, and holy people; the religious resources and challenges experienced by Hindu and Jewish women; what can be learned about Hindu and Jewish spiritual outpouring by comparing Hindu devotional poetry and the Book of Psalms; the ways in which the two traditions address the fraught question of theodicy, or why bad things happen to good people; the status of “the land” and nationalist claims on it; and the uncomfortable question of caste and its possible social parallels in the Jewish tradition. The authors weave considerations of these topics into an ongoing conversation that offers students of both traditions new ways of thinking both about their intersections and about the history of religion in general. A coda explores these same issues by recounting an actual series of discussions convened between Hindu and Jewish practitioners.

The aim of this study is to demonstrate the evolution of the force of international tax treaties in the hierarchical system of normative sources in Brazil. Based on the premise that the speed of the new era of modernity demands advances in international co-operation (as is the case with issues such as transparency in the flow of capital in tax havens), the current agreements between countries take on more developed forms and employ more developed strategies, requiring the redesign of legal conceptions through which international treaties have been understood in the hierarchical system of normative sources.

This 1998 book addresses deregulatory policies that threaten to reduce or destroy the value of private property in network industries without any accompanying payment of just compensation, policies that are termed 'deregulatory takings'. The authors further consider the problem of renegotiation of the regulatory contract, which changes the terms and conditions of operation of utility companies. They argue that constitutional protections of private property from takings, as well as efficient remedies for contractual breach, provide the proper foundation for the competitive transformation of the network industries. The benefits of competition do not stem from government regulations that redistribute income from utility investors to customers, nor do such benefits stem from regulatory policies for network access that promote free riding on incumbent facilities by entrants. Such actions represent a new version of increased regulation, not deregulation.

Em particular, considera-se sistemas inteligentes evolutivos para previs o meteorol gica. Al m disso s o analisados problemas benchmarks da literatura de s ries temporais como o problema do forno a g s de Box e Jenkins, e a equa o de Mackey e Glass. O estudo de sistemas inteligentes evolutivos nestes contextos justifica-se pela limita o das t cnicas estat sticas em se adaptar a novos comportamentos din micos, ou seja, de lidar com varia es temporais dos par metros. Sendo assim, considerou-se o estudo de t cnicas de intelig ncia computacional. Sistemas inteligentes evolutivos adaptam suas estruturas e par metros segundo informa es extra das dos dados coletados. Isso possibilita uma modelagem mais flex vel e potencialmente mais precisa de s ries temporais n o-estacion rias. Este trabalho investiga uma variedade de m todos de modelagem inteligente evolutiva, incluindo m todos fuzzy e neurais artificiais para previs o de s ries temporais onde n o h conhecimento das equa es que descrevem o sistema ou fen meno.
