Since 2007, security has improved dramatically in Iraq. The U.S. and Iraqi governments - and most Iraqis - want to see both the U.S. presence there reduced and the Iraqi government and security forces assuming a greater role in providing for public security. The challenge is to effect this drawdown while preserving security and stability in the country and in the region. In response to tasking from the U.S. Congress, RAND researchers conducted an independent study to examine drawdown schedules, risks, and mitigating strategies. They identified logistical constraints on moving equipment out of the country, assessed trends in insurgent activity and the ability of Iraqi security forces to counter it, and examined the implications for the size of the residual U.S. force and for security in Iraq and the region. This book presents alternative drawdown schedules - one consistent with the Obama administration's stated intentions and two others, one somewhat slower and another faster - that are responsive to these factors.It also recommends steps that the United States can take to alleviate anticipated constraints, overcome likely resistance, and reduce the potential risks associated with a drawdown. The 1990s have witnessed the beginning of what future historians may call the Information Age. While it is clear that information will have a far-reaching effect on a host of activities--including warfare--how to quantify and measure that effect is less clear. The understanding of how to do so is important to the Army, particularly at a time when it is spencing a considerable amount of its scarce investment capital to establish Information-Age links across its forces--the so-called digitization of the Army. As it transforms itself, the Army needs analytic tools to help make the best choices possible. Chief among these tools are good measures of effectiveness (MOEs) that can demonstrate the value of information in terms of military outcomes. This document reports on a small set of Information-Age MOEs developed in an attempt to spark the creation of many more such measures. This research demonstrates that development of MOEs is feasible, not only for combat operations but for stability operations as well.

This two-volume book provides a comprehensive analysis of the lawfulness of the use of nuclear weapons, based on existing international law, established facts as to nuclear weapons and their effects, and nuclear weapons policies and plans of the United States. Based on detailed analysis of the facts and law, Professor Moxley shows that the United States’ arguments that uses of nuclear weapons, including low-yield nuclear weapons, could be lawful do not withstand analysis. Moxley opens by examining established rules of international law governing the use of nuclear weapons, first analyzing this body of law based on the United States’ own statements of the matter and then extending the analysis to include requirements of international law that the United States overlooks in its assessment of the lawfulness of potential nuclear weapons uses. He then develops in detail the known facts as to nuclear weapons and their consequences and U.S. policies and plans concerning such matters. He describes the risks of deterrence and the existential nature of the effects of nuclear war on human life and civilization.He proceeds to pull it all together, applying the law to the facts and demonstrating that known nuclear weapons effects cannot comply with such legal requirements as those of distinction, proportionality, necessity, precaution, the corollary requirement of controllability, and the law of reprisal. Moxley shows that, when the United States goes to apply international law to potential nuclear weapons uses, it distorts the law as it has itself articulated it, overlooks law in such areas as causation, risk analysis, mens rea, and per se rules, and disregards known risks as to nuclear weapons effects, including radioactive fallout, nuclear winter, electromagnetic pulses, and potential escalation. He then shows that the policy of deterrence is unlawful because the use of such weapons would be unlawful.Moxley urges that the United States and other nuclear weapons States take heed of the requirements of international law as to nuclear weapons threat and use. He argues that law can be a positive force in society’s addressing existential risks posed by nuclear weapons and the policy of nuclear deterrence.

"At the moment, the revision of security policy and the formation of a new consensus to support it are still at an early stage of development. The idea of comprehensive security cooperation among the major military establishments to form an inclusive international security arrangement has been only barely acknowledged and is only partially developed. The basic principle of cooperation has been proclaimed in general terms in the Paris Charter issued in November of 1990. Important implementing provisions have been embodied in the Strategic Arms Reductions Talks (START), Conventional Forces in Europe (CFE), and Intermediate-Range Nuclear Forces (INF) treaties. Except for the regulation of U.S. and Commonwealth of Independent States (CIS) strategic forces, however, these arrangements apply only to the European theater and even there have not been systematically developed. The formation of a new security order requires that cooperative theaters of military engagement be systematically developed. Clearly that exercise will stretch the minds of all those whose thinking about security has been premised on confrontational methods.Nonetheless, such a stretching is unavoidable. The new security problems are driven by powerful forces, reshaping the entire international context. They impose starkly different requirements. They will deflect even the impressive momentum of U.S. military traditions. The eventual outcome is uncertain. It turns upon political debates yet to be held, consensus judgements yet to form, and events and their implications yet to unfold. Fundamental reconceptualization of security policy is a necessary step in the right direction, and it is important to get on with it. Getting on with it means defining the new concept of cooperative security, identifying the trends that motivate it, outlining its implications for practical policy action, and acknowledging its constraints. These tasks are the purpose of this essay."
