This report summarizes the findings of research on U.S. and other armed forces' capabilities in the Arctic, the extent to which non-U.S. entities are operating where U.S. forces cannot, and how those operations might affect U.S. national interests. The authors found that the United States is lacking in capacity and, to a lesser extent, capability and that this creates risk for U.S. security.

This completely updated and revised second edition provides a unique and up-to-date treatment of all aspects of plant ecology, making it an ideal textbook and reference work for students, researchers and practitioners. More than 500 high-quality images and drawings, mostly in colour, aid readers’ understanding of various key topics, while the clear structure and straightforward style make it user friendly and particularly useful for students. Written by leading experts, it offers authoritative information, including relevant references. While Plant Ecology primarily addresses graduate students in biology and ecology, it is also a valuable resource for post-graduate students and researchers in botany, environmental sciences and landscape ecology, as well as all those whose study or work touches on agriculture, forestry, land use, and landscape management. Key Topics: - Molecular ecophysiology (molecular stress physiology: light, temperature, oxygen deficiency, water deficit (drought), unfavorable soil mineral conditions, biotic stress) - Physiological and biophysical plant ecology (ecophysiology of plants: thermal balance, water, nutrient, carbon relations) - Ecosystem ecology (characteristics of ecosystems, approaches how to study and how to model terrestrial ecosystems, biogeochemical fluxes in terrestrial ecosystems) - Community ecology and biological diversity (development of plant communities in time and space, interactions between plants and plant communities with the abiotic and the biotic environment, biodiversity and ecosystem functioning) - Global ecology (global biogeochemical cycles, Dynamic Global Vegetation Models, global change and terrestrial ecosystems)

In a world characterised by ‘poly crisis’, two major crises stand out: a crisis of time and a crisis of care. This open access book investigates what it means to wait in and for healthcare in an era when care is politicised and rationed and time is lived at increasingly different and complex tempos. Waiting times within the UK National Health Service (NHS) have been at historic levels through and since the Covid-19 pandemic. Although this sense of a crisis of waiting is culturally and historically specific, it casts important light on the ‘crisis’ of welfare structures across the Global North. Such a crisis in waiting times brings both a call for judgment and a call to action. This book argues that all healthcare entails waiting and other forms of elongated time, such as pausing to observe, staying alongside patients at end of life, or stopping treatment as an ethical intervention. Instead of trying to 'solve' the crisis of the NHS by moving people more quickly through the system, reallocating time to address ‘shortfalls’ to reduce waits to access care, or even abandoning the social commitment to a universal service, the authors argue that it is vital to pay attention, first, to how time and care continue to be made in the current system. It is only by reckoning with the essential ‘untimeliness’ of care that we might then be able to conceptualise interventions in the NHS that are ‘timely’ and that sustain its social mission. The ebook editions of this book are available open access under a CC BY-NC-ND 4.0 licence on bloomsburycollections.com. Open access was funded by The Wellcome Trust.

The rehabilitation and maintenance of concrete structures takes place in the tense atmosphere of the different interests of client, building authorities, construction companies and material manufacturer. All involved parties should be interested in a general logical guaranteed concept of repair and maintenance measures necessary for a specified lifetime. This book gives a comprehensive overview about technology, corrosion mechanisms and measures for the rehabilitation of concrete. The fundamentals of inventory and damage diagnosis and the influence of the applied concrete basis materials as well as the various attack mechanisms are explained in detail. Numerous indications for the tailor-made choice and planning of maintenance measures are given. The work is constant practically oriented and reflects the rich treasure of experience of the authors. Some "rules for good concrete" help to avoid damages such as the design of robust constructions, the choice and composition of basis materials, the detailed work schedule and concrete curing and specialized experienced staff. Selected chapters from the German concrete yearbook are now being published in the new English "Beton-Kalender Series" for the benefit of an international audience. Since it was founded in 1906, the Ernst & Sohn "Beton-Kalender" has been supporting developments in reinforced and prestressed concrete. The aim was to publish a yearbook to reflect progress in "ferro-concrete" structures until - as the book's first editor, Fritz von Emperger (1862-1942), expressed it - the "tempestuous development" in this form of construction came to an end. However, the "Beton-Kalender" quickly became the chosen work of reference for civil and structural engineers, and apart from the years 1945-1950 has been published annually ever since.

Your job is not your vocation. Everyone hungers for work that has meaning and purpose. But what gives work meaning? Vocation, or “calling,” is the answer Protestant Christianity offers: each person is called by God to serve the common good in a particular line of work. Your vocation, evidently, might be almost anything: as a nurse, a wilderness guide, a calligrapher, a missionary, an activist, a venture capitalist, a politician, an executioner… Yet, as Will Willimon writes in this issue, the New Testament knows only one form of vocation: discipleship. And discipleship is far more likely to mean leaving father and mother, houses and land, than it is to mean embracing one’s identity as a fisherman or tax collector. This issue of Plough focuses on people who lived their lives with that sense of vocation. Such a life demands self-sacrifice and a willingness to recognize one’s own supposed strengths as weaknesses, as it did for the Canadian philosopher Jean Vanier. It involves a lifelong commitment to a flesh-and-blood church, as Coptic Archbishop Angaelos describes. It may even require a readiness to give up one’s life, as it did for Annalena Tonelli, an Italian humanitarian who pioneered the treatment of tuberculosis in the Horn of Africa. But as these stories also testify, it brings a gladness deeper than any self-chosen path. Also in this issue: - Scott Beauchamp on mercenaries - Nathan Schneider on cryptocurrencies - Stephanie Saldaña on Syrian refugee art - Peter Biles on loneliness at college - Phil Christman on Bible translation - Michael Brendan Dougherty on fatherhood - Insights on vocation from C. S. Lewis, Thérèse of Lisieux, Mother Teresa, Eberhard Arnold, Dorothy Sayers, Jean Vanier, and Gerard Manley Hopkins - poetry by Devon Balwit and Carl Sandburg - reviews of books by Robert Alter, Edwidge Danticat, Matthew D. Hockenos, Amy Waldman, and Jeremy Courtney - art and photography by Pola Rader, Dean Mitchell, Mark Freear, Timothy Jones, Pawel Filipczak, Mary Pal, Harley Manifold, Sami Lalu Jahola, Marc Chagall, and Russell Bain. Plough Quarterly features stories, ideas, and culture for people eager to put their faith into action. Each issue brings you in-depth articles, interviews, poetry, book reviews, and art to help you put Jesus’ message into practice and find common cause with others.

An innovative roadmap to facing our past and present selves Honest, aching, and intimate, self-elegies are unique poems focusing on loss rather than death, mourning versions of the self that are forgotten or that never existed. Within their lyrical frame, multiple selves can coexist—wise and nai¨ve, angry and resigned—along with multiple timelines, each possible path stemming from one small choice that both creates new selves and negates potential selves. Giving voice to pain while complicating personal truths, self-elegies are an ideal poetic form for our time, compelling us to question our close-minded certainties, heal divides, and rethink our relation to others. In Writing the Self-Elegy, poet Kara Dorris introduces us to this prismatic tradition and its potential to forge new worlds. The self-elegies she includes in this anthology mix autobiography and poetics, blending craft with race, gender, sexuality, ability and disability, and place—all of the private and public elements that build individual and social identity. These poems reflect our complicated present while connecting us to our past, acting as lenses for understanding, and defining the self while facilitating reinvention. The twenty-eight poets included in this volume each practice self-elegy differently, realizing the full range of the form. In addition to a short essay that encapsulates the core value of the genre and its structural power, each poet’s contribution concludes with writing prompts that will be an inspiration inside the classroom and out. This is an anthology readers will keep close and share, exemplifying a style of writing that is as playful as it is interrogative and that restores the self in its confrontation with grief.

Ending the U.S. war in Iraq required redeploying 100,000 military and civilian personnel; handing off responsibility for 431 activities to the Iraqi government, U.S. embassy, USCENTCOM, or other U.S. government entities; and moving or transferring ownership of over a million pieces of property in accordance with U.S. and Iraqi laws, national policy, and DoD requirements.
