Water, Democracy and Neoliberalism in India
Since the early 1990s, the achievement of ‘good governance’ has been a dominant discourse in the pursuit of social and economic development. This book presents a critical challenge to the contemporary development paradigm of good governance.Based on original ethnographic fieldwork on urban water governance reforms in south India (Karnataka), the book examines the two propositions that underlie the current good governance debate. The first refers to a claim that good governance is both democratic and pro-market. The second to the claim that commercially-oriented water services, whether private or public, are good for poor and marginalised citizens. The book analyses these propositions as they intersect on three levels: policy, practice (process) and outcome. It argues that a number of tensions and contradictions exist within and between what the discourse promises, the everyday practises of how good governance policies are implemented and in the outcomes of such. It reveals the networks of power and the complexity of local reforms and their relation to global discourses as well as the motivations and every day practises of those who currently possess the power to reform.The book is of interest to academics in the fields of Development Studies, Asian Studies and Comparative Politics.

Policing Twentieth Century Ireland
The twentieth century was a time of rapid social change in Ireland: from colonial rule to independence, civil war and later the Troubles; from poverty to globalisation and the Celtic Tiger; and from the rise to the fall of the Catholic Church. Policing in Ireland has been shaped by all of these changes. This book critically evaluates the creation of the new police force, an Garda Síochána, in the 1920s and analyses how this institution was influenced by and responded to these substantial changes. Beginning with an overview of policing in pre-independence Ireland, this book chronologically charts the history of policing in Ireland. It presents data from oral history interviews with retired gardaí who served between the 1950s and 1990s, giving unique insight into the experience of policing Ireland, the first study of its kind in Ireland. Particular attention is paid to the difficulties of transition, the early encounters with the IRA, the policing of the Blueshirts, the world wars, gangs in Dublin and the growth of drugs and crime. Particularly noteworthy is the analysis of policing the Troubles and the immense difficulties that generated. This book is essential reading for those interested in policing or Irish history, but is equally important for those concerned with the legacy of colonialism and transition.

In recent decades, research into the legitimacy of criminal justice has convincingly demonstrated the importance of procedural justice to citizens’ sense of trust and confidence in legal authorities and their resulting willingness to conform to the law and cooperate with the legal authorities. Reversing the age-old question ‘why do people break the law?’, theories of procedural justice have provided insight into the factors that encourage people to abide by the law, suggesting that experiences of procedural fairness are crucial to achieving compliance with the law and to enhancing the legitimacy of criminal justice.While these studies are important in showing that legal authorities need to pay attention to the fairness judgements of the people involved in legal procedures, the focus on showing the importance of procedural justice has had the ironic consequence of distracting researchers from studying the equally important question of what fairness means to the people involved in legal proceedings.In one of the first studies on procedural justice to use a qualitative research design, the author provides the reader with detailed and insightful descriptions of the elements that determine how victims and defendants assess the fairness of their contact with the police and the courts. Learning Trajectories, Violence and Empowerment amongst Adult Basic Skills Learners offers deep insights into the lives of marginalised communities and the link between learning, literacy and violence, not previously carried out in-depth in a small scale study. It breaks the negative stereo-types of adults who struggle to read and write, who are often labelled and stigmatised by dominant discourses, and in doing so exposes why and how Basic Skills Learners often find themselves in marginal positions. The structural inequalities many face from childhood to adulthood across the private and public domains of their lives are revealed and probed, thus challenging neo-liberalism claims of an apparently egalitarian social field. The learners’ narratives expose the contradiction, complexities and ambivalences they experience in their daily lives, and how they try to make sense of them from their structural positioning as basic skills learners in a society based on inequality of opportunity and choice. Applying a feminist, qualitative, longitudinal, ethnographic and participatory approach, the book offers a critical perspective, drawing on Bourdieu’s work as the theoretical framework, as well as using a range of feminist, sociologists of education, literature on the ethics of care and critical literacy pedagogy, including the New Literacy Studies. The author’s personal position as an ’insider’ with ‘insider knowledge’ of marginalised communities is also woven throughout the chapters and offers insights into the struggles, conformity and resistance faced by the participants in the study. The book contributes to the debate on the impact of violence on learning and its link to class, gender and basic skills as well opening up a discussion on the power of a critical curriculum to empower people across the domains of their lives.
