The German Alumni Summer School 2018 on 'Education, science and cooperation between German Alumni for sustainable development and biodiversity conservation in Sub-Saharan Africa' was jointly organized by the Faculty of Geography-Department of Cartography, GIS and Remote Sensing, the Faculty of Biology and Psychology-Department of Conservation Biology, and the Karatina University, Kenya - School of Natural Resources and Environmental Studies. This summer school was funded by the German Academic Exchange Service (DAAD) and targeted to the German Alumni from Sub-Saharan Africa as well as scientist and experts from various discipline. The European Union being confronted with mass migration from Sub-Saharan Africa is currently working on a new political and economic strategy for Africa. Moreover German Government initiated and proposed a new level of equal cooperation between Africa and western countries in areas such as education, trade, business development and energy. The main idea is to limit the effects of climate change and avoid climate refugees, to prevent mass migration and to help create a future for Africa's youth', and underscores the current status and efforts of German development policy towards African countries. Sub-Saharan Africa comprises of 49 states with the highest population growth, and by the end of the 21st century the population is likely to triple. The average economic growth rate for Sub-Saharan Africa countries slowed down from 5.1% in 2010 to 1.4 % in 2016. Africa is still the world's poorest continent and widespread poverty is the primary cause of malnutrition and health problems. Catastrophes like famines and the recent hunger in Horn of Africa are additionally induced through climate change and land grabbing. Self-determination in the European Union rests on the strength and skills of a country’s representatives to manage and leverage relationships with other nations, and for individuals it rests on the ability to use autonomy and freedom wisely. To flourish, an individual must consciously determine their own path. Similarly, we can say a country can flourish. Self-determinism for a country is conditioned on the forces that facilitate or hinder its ability to succeed as a society. The same forces that can help a nation to flourish might also accelerate the decision to emigrate among a nation’s people. This is the paradox, and it is the quest: national and individual self-determination, to allow choice for emigration but to have strength of culture, civics, and institutions to discourage it, or to encourage return migration for those who have left. In this book, we address this paradox and this quest using the case of Lithuania. More specifically, we examine how municipalities can and do respond to ongoing population shrinking due to emigration in Lithuania, the non-economic factors that facilitate decisions to emigrate, and the opportunities for local governments to shrink smartly or reverse shrinkage.

This title is written for the numerate nonspecialist, and hopes to serve three purposes. First it gathers mathematical material from diverse but related fields of order statistics, records, extreme value theory, majorization, regular variation and subexponentiality. All of these are relevant for understanding fat tails, but they are not, to our knowledge, brought together in a single source for the target readership. Proofs that give insight are included, but for most fussy calculations the reader is referred to the excellent sources referenced in the text. Multivariate extremes are not treated. This allows us to present material spread over hundreds of pages in specialist texts in twenty pages. Chapter 5 develops new material on heavy tail diagnostics and gives more mathematical detail. Since variances and covariances may not exist for heavy tailed joint distributions, Chapter 6 reviews dependence concepts for certain classes of heavy tailed joint distributions, with a view to regressing heavy tailed variables. Second, it presents a new measure of obesity. The most popular definitions in terms of regular variation and subexponentiality invoke putative properties that hold at infinity, and this complicates any empirical estimate. Each definition captures some but not all of the intuitions associated with tail heaviness. Chapter 5 studies two candidate indices of tail heaviness based on the tendency of the mean excess plot to collapse as data are aggregated. The probability that the largest value is more than twice the second largest has intuitive appeal but its estimator has very poor accuracy. The Obesity index is defined for a positive random variable X as: Ob(X) = P (X1 +X4 > X2 +X3|X1 = X2 = X3 = X4), Xi independent copies of X. For empirical distributions, obesity is defined by bootstrapping. This index reasonably captures intuitions of tail heaviness. Among its properties, if a > 1 then Ob(X) Third and most important, we hope to convince the reader that fat tail phenomena pose real problems; they are really out there and they seriously challenge our usual ways of thinking about historical averages, outliers, trends, regression coefficients and confidence bounds among many other things. Data on flood insurance claims, crop loss claims, hospital discharge bills, precipitation and damages and fatalities from natural catastrophes drive this point home. While most fat tailed distributions are ”bad”, research in fat tails is one distribution whose tail will hopefully get fatter.
