En Agosto de 2004, un miembro de la polic a del Departamento de Transportes del Estado de Maryland, observo a una mujer vestida en el estilo tradicional Isl mico, tomando un video del sistema estructural de soportes del Puente Chesapeake Bay, y decidi pararlos e investigar. El conductor del veh culo fue identificado como Ismail Elbarasse y fue detenido por una Orden Judicial Pendiente como Testigo Esencial, emitida en la ciudad de Chicago, Illinois, en conexi n con recaudaci n de fondos para Hamas. Como consecuencia de la investigaci n policial, la oficina sucursal del FBI en Washington, ordeno una orden de registro en la residencia de Elbarasse en Annandale, Virginia. En el s tano de su casa, encontraron un sub-s tano escondido. En dicho sub-s tano resultaron estar guardados los archivos de la Hermandad Musulmana en Norteam rica. Uno de los mas importantes de estos documentos expuestos al publico hasta la fecha, fue utilizado como evidencia durante el juicio en contra del Holy Land Foundation. Este documento resulto ser el plan estrat gico de la Hermandad Musulmana en los Estados Unidos, titulado, "Un Memor ndum Exploratorio: Los Objetivos de la Estrategia General para el Grupo en Norteam rica." El Memor ndum Exploratorio fue escrito en 1991 por un miembro de la Junta Directiva de la Hermandad Musulmana en Norteam rica y experimentado l der de Hamas llamado Mohamed Akram. Este documento ya hab a sido aprobado por el Consejo Shura de la Organizaci n Conferencial de la Hermandad con la intenci n de ser visto exclusivamente por los lideres de la Hermandad en Egipto. Definitivamente la intenci n no fue que terminara en manos del publico, especialmente en la sociedad marcada a su destrucci n: los Estados Unidos. Por esta raz n el memor ndum constituye una especie de piedra Rosetta para la Hermandad Musulmana, sus metas, procedimientos e infraestructura en Am rica. Se puede argumentar que es el documento critico mas importante para entender a una sociedad herm tica. Como consecuencia, se convierte en lectura obligatoria para los representantes de gobierno encargados de pol tica publica y para el publico en general.
