Rising income inequality and concentrated poverty threaten the social sustainability of North American cities. Suburban growth endangers sensitive ecosystems, water supplies, and food security. Existing urban infrastructure is crumbling while governments struggle to pay for new and expanded services. Can our inherited urban governance institutions and policies effectively respond to these problems? In Shaping the Metropolis Zack Taylor compares the historical development of American and Canadian urban governance, both at the national level and through specific metropolitan case studies. Examining Minneapolis–St Paul and Portland, Oregon, in the United States, and Toronto and Vancouver in Canada, Taylor shows how differences in the structure of governing institutions in American states and Canadian provinces cumulatively produced different forms of urban governance. Arguing that since the nineteenth century American state governments have responded less effectively to rapid urban growth than Canadian provinces, he shows that the concentration of authority in Canadian provincial governments enabled the rapid adoption of coherent urban policies after the Second World War, while dispersed authority in American state governments fostered indecision and catered to parochial interests. Most contemporary policy problems and their solutions are to be found in cities. Shaping the Metropolis shows that urban governance encompasses far more than local government, and that states and provinces have always played a central role in responding to urban policy challenges and will continue to do so in the future.

Bicycles have more cultural identities than many realize, functioning not only as literal vehicles in a text but also as “vehicles” for that text’s themes, ideas, and critiques. In the late nineteenth century the bicycle was seen as a way for the wealthy urban elite to reconnect with nature and for women to gain a measure of personal freedom, while during World War II it became a utilitarian tool of the French Resistance and in 1970s China stood for wealth and modernization. Lately it has functioned variously as the favored ideological steed of environmentalists, a means of community bonding and aesthetic self-expression in hip hop, and the ride of choice for bike messenger–idolizing urban hipsters. Culture on Two Wheels analyzes the shifting cultural significance of the bicycle by examining its appearances in literary, musical, and cinematic works spanning three continents and more than 125 years of history. Bringing together essays by a variety of cyclists and scholars with myriad angles of approach, this collection highlights the bicycle’s flexibility as a signifier and analyzes the appearance of bicycles in canonical and well-known texts such as Samuel Beckett’s modernist novel Molloy, the Oscar-winning film Breaking Away, and various Stephen King novels and stories, as well as in lesser-known but equally significant texts, such as the celebrated Russian director Andrei Tarkovsky’s film Sacrifice and Elizabeth Robins Pennell’s nineteenth-century travelogue A Canterbury Pilgrimage, the latter of which traces the route of Chaucer’s pilgrims via bicycle. Until this work, no comprehensive study of the Florida units that served in Robert E. Lee’s Army of Northern Virginia (ANV) had been attempted, and problems attend the few studies of particular Florida units that have appeared. Based on more than two decades of research, Waters and Edmonds have produced a study that covers all units from Florida in the ANV, and does so in an objective and reliable fashion.Drawn from what was then a turbulent and thinly settled frontier region, the Florida troops serving in the Confederacy were never numerous, but they had the good or bad luck of finding themselves at crucial points in several significant battles such as Gettysburg where their conduct continues to be a source of contention. Additionally, the study of these units and their service permits an examination of important topics affecting the Civil War soldier: lack of supplies, the status of folks at home, dissension over civilian control of soldiers and units from the various Confederate states, and widespread and understandable problems of morale. Despite the appalling conditions of combat, these soldiers were capable of the highest courage in combat. This work is an important contribution to the record of Lee’s troops, ever a subject of intense interest.
