This book examines the policy outcomes of purportedly unavoidable tendencies towards educational isomorphism and harmonization by analyzing, at a regional level, the educational policies devised and carried out by the Caribbean Community (CARICOM) over the past two decades. It chronicles the policy process (functional cooperation) and policy tools (lessons-drawing, externalization and policy transfer) of regionalization and highlights, from a cooperation and collaboration perspective, the importance of time, space, and geographic proximity and their roles in furthering convergence. The book’s analyses conclude by showing that, based on the semantics of harmonization, educational isomorphism occurs in cyclical waves and that the fifteen member states of CARICOM only cooperate when it is in their best interest, irrespective of the policy outcome. Therefore, the isomorphic tendencies that exist at the regional level are not – or not primarily – the result of a world polity as hypothesized by neo-institutionalist theory, but rather that of collective choices to confront both challenges and opportunities of globalization and global competition.

While it may be easy for some to place blame on socioeconomic status, poor parenting, etc. (things that they cannot do anything about) for these disparities, it is crucial that districts, schools, and individual educators deeply reflect upon school and classroom practices to ensure that African American students and families are positively engaged in school/classroom settings. Equitable Schooling for African American Students challenges the educational norms used to teach African American students - many of which contribute to further stigmatizing these students rather than helping them achieve their maximum potential. It challenges educators to see the potential in these learners enough to be reflective in their approaches to practice so that African American students have a greater chance of experiencing success in schooling.

The importance of reading and reading instruction in the United States has been documented for centuries. Specifically, students are expected to be able to read by the end of third grade. As accountability, assessments, and the importance of reading by the third grade has expanded some states measure a students' reading ability by one high-stakes assessment. This study examined the perceptions of superintendents, special education administrators, and elementary principals concerning their current knowledge of the IREAD-3 assessment, instructional reading strategies being utilized, and the impact of the IREAD-3 assessment on retention among gender and minority groups. The study also examined the perceptions of superintendents, directors of special education, assistant directors and/or program coordinators, and elementary principals in relationship to the impact the IREAD-3 assessment had on their respective district/school.
