During the period from 1945 to 2005, Britain underwent two deep-seated institutional transformations when political elites successfully challenged the prevailing wisdom on how to govern the economy. Attlee and Thatcher were able to effectively implement most of their political platforms. During this period there were also two opportunities to challenge existing institutional arrangements. Heath's 'U-turn' in 1972 signalled his failure to implement the radical agenda promised upon election in 1970, whilst Tony Blair’s New Labour similarly failed to instigate a major break with the 'Thatcherite' settlement. Rather than simply retell the story of British economic policymaking since World War II, this book offers a theoretically informed version of events, which draws upon the literatures on institutional path dependence, economic constructivism and political economy to explain this puzzle. It will be of great interest to both researchers and postgraduates with an interest in British economic history and the fields of political economy and economic crisis more widely.

The study of Soviet youth has long lagged behind the comprehensive research conducted on Western European youth culture. In an era that saw the emergence of youth movements of all sorts across Europe, the Soviet Komsomol was the first state-sponsored youth organization, in the first communist country. Born out of an autonomous youth movement that emerged in 1917, the Komsomol eventually became the last link in a chain of Soviet socializing agencies which organized the young. Based on extensive archival research and building upon recent research on Soviet youth, this book broadens our understanding of the social and political dimension of Komsomol membership during the momentous period 1917–1932. It sheds light on the complicated interchange between ideology, policy and reality in the league's evolution, highlighting the important role ordinary members played. The transformation of the country shaped Komsomol members and their league's social identity, institutional structure and social psychology, and vice versa, the organization itself became a crucial force in the dramatic changes of that time. The book investigates the complex dialogue between the Communist Youth League and the regime, unravelling the intricate process that transformed the Komsomol into a mere institution for political socialization serving the regime's quest for social engineering and control.

Much of the academic and political debate surrounding this issue has focused on private sector participation. By shifting the attention towards the influence of governance, Krause examines the political and sectoral institutions that are essential for the provision of WS services. Utilizing data from sixty-nine developing countries, Matthias Krause demonstrates that the level of democracy has a statistically significant positive impact on access to WS services and that low-quality governance of sub-national governments compromises the internal efficiency of providers and the widespread access to services. This book has two main purposes. On the one hand, it provides aconcise and systematic development of the theory of lower previsions,based on the concept of acceptability, in spirit of the work ofWilliams and Walley. On the other hand, it also extends this theory todeal with unbounded quantities, which abound in practicalapplications. Following Williams, we start out with sets of acceptable gambles. Fromthose, we derive rationality criteria---avoiding sure loss andcoherence---and inference methods---natural extension---for(unconditional) lower previsions. We then proceed to study variousaspects of the resulting theory, including the concept of expectation(linear previsions), limits, vacuous models, classical propositionallogic, lower oscillations, and monotone convergence. We discussn-monotonicity for lower previsions, and relate lower previsions withChoquet integration, belief functions, random sets, possibilitymeasures, various integrals, symmetry, and representation theoremsbased on the Bishop-De Leeuw theorem. Next, we extend the framework of sets of acceptable gambles to consideralso unbounded quantities. As before, we again derive rationalitycriteria and inference methods for lower previsions, this time alsoallowing for conditioning. We apply this theory to constructextensions of lower previsions from bounded random quantities to alarger set of random quantities, based on ideas borrowed from thetheory of Dunford integration. A first step is to extend a lower prevision to random quantities thatare bounded on the complement of a null set (essentially boundedrandom quantities). This extension is achieved by a natural extensionprocedure that can be motivated by a rationality axiom stating thatadding null random quantities does not affect acceptability. In a further step, we approximate unbounded random quantities by asequences of bounded ones, and, in essence, we identify those forwhich the induced lower prevision limit does not depend on the detailsof the approximation. We call those random quantities 'previsible'. Westudy previsibility by cut sequences, and arrive at a simplesufficient condition. For the 2-monotone case, we establish a Choquetintegral representation for the extension. For the general case, weprove that the extension can always be written as an envelope ofDunford integrals. We end with some examples of the theory.

Historical research on the German army of the interwar period has concentrated on the development of the so-called 'Blitzkrieg'. However, Matthias Strohn shows that for most of the time the German army, restricted by the terms of the Versailles Treaty, was too weak to launch an offensive war or even effectively repel an invader. Accordingly, the army focused instead primarily on planning a defensive war against superior enemies, especially France and Poland. Making extensive use of German archival sources, Strohn explores the development of military thought and doctrine for the defence of Germany and shows how these ideas were tested in war games and staff rides. Using a wide array of recently declassified archival materials in the United States and Western Europe, this collection offers new insights into the changing dynamics of transatlantic relations during the era of détente (1969–1980). Whereas prior studies of this decade have focused on the end of the Vietnam War or U.S.-Soviet relations, this volume reveals why bitter conflicts developed between the U.S. and its European allies, and how, contrary to conventional wisdom, European integration evolved less as a consequence of Washington's support than as a result of America's relative decline and growing U.S.-European discord. Taking into account the developments in various bilateral and multilateral settings, such as the European Community, the Helsinki process, and the G-7 summits, the contributions show that a common alliance strategy has always been a difficult undertaking, often the result of bitter confrontation and painful compromises. With clear overtones to more recent disputes, this collection demonstrates there was never a 'golden age' of transatlantic harmony.
