According to Census data, approximately 1% of small businesses in the United States currently export. With roughly three-quarters of world purchasing power and almost 95% of world consumers living outside of U.S. borders, more attention is being paid to the potential of small business export promotion programs to grow small businesses and contribute to the national economic recovery. In addition, some Members of Congress believe that the contributions of small businesses to commercial innovation and economic growth could be enhanced through greater access to growing international markets. This book begins with the history, role, and scope of the Small Business Administration's (SBA) export promotion activities, and the creation of OIT. Next, quantitative data from SBA and qualitative data from other sources are used to provide performance analysis of SBA's international programs. It presents three issues or consideration during an era where concerns of fiscal responsibility and economic recovery are high priorities for many policy makers. The book concludes by discussing the SBA's need to improve collaboration to implement its expanded role; and the impact of credit availability on small business exporters.

Think your business is too small to have big safety issues? Not true. According to the Occupational Safety and Health Administration, "a serious fire, a permanent injury, or the death of an employee or owner can cause loss of profit or even an entire business." Applying the recognized principles of prevention outlined in this book not only helps reduce accidents, but it may also improve your company's efficiency and reduce insurance claims and other costs. Written with the multi-roled small business manager or owner in mind, this handbook provides a condensed summary of the guidelines and federal laws designed to keep workers safe. It examines the four key elements of a safety and health management system and provides an overview for inexpensively establishing or integrating these elements into a safety program. Special features of this handbook, originally published in 2005, include an overall action plan worksheet, model policy statements, codes of safe practices to help you get started quickly, and a list of additional resources to reference.

Appendices provide additional data on small businesses, summaries of small business research from the Office of Advocacy, and background documents on the Regulatory Flexibility Act. This book provides additional information about small businesses in international trade and small firm uses of formal and informal training.
Small Business Administration Loan Programs
Congressional interest in small business access to capital and the SBA's 7(a) program has increased in recent years for three interrelated reasons. The combination of these three factors has led to increased concern in Congress that small businesses might be prevented from accessing sufficient capital to enable small businesses to assist in the economic recovery. This book examines the SBA 7(a) Loan Guaranty program; the 504/CFC Loan Guaranty program; and the Microloan and Disaster Loan programs of the Small Business Administration, as well as their economic impact.

The Small Business Administration (SBA) administers several programs to support small businesses, including loan guaranty programs, disaster loan programs, management and technical assistance training programs, and federal contracting programs. Congressional interest in these programs has increased in recent years, primarily because they are viewed as a means to stimulate economic activity, create jobs, and assist in the national economic recovery. This book examines the economic research on net job creation to identify the types of businesses that appear to create the most jobs.
Small Business Administration HUBZone Program
The Small Business Administration (SBA) administers several programs to support small businesses, including the Historically Underutilized Business Zone Empowerment Contracting (HUBZone) program. The HUBZone program is a small business federal contracting assistance program "whose primary objective is job creation and increasing capital investment in distressed communities. It provides participating small businesses located in areas with low income, high poverty rates, or high unemployment rates with contracting opportunities in the form of "set-asides," sole-source awards, and price-evaluation preferences. The Small Business Administration (SBA) has provided "technical and managerial aides to small-business concerns, by advising and counselling on matters in connection with government procurement and on policies, principles and practices of good management" since it began operations in 1953. Initially, the SBA provided its own small business management and technical assistance training programs. However, over time, the SBA has relied increasingly on third parties to provide that training. This new book examines the historical development of federal small business management and technical assistance training programs; describes their current structures, operations, and budgets and assesses their administration and oversight, and the measures used to determine their effectiveness.

The second chapter explores the security of information, systems, and networks in small businesses as it applies to customers, employees, and trading partners. The book also looks at the relationship between employee turnover and firm size as it relates to compensation using the National Longitudinal Survey of Youth (NLSY).
Small Business Lending Fund

This book examines the Small Business Lending Fund, with a focus on the supply and demand for small business loans. Congressional interest in small businesses reflects, in part, concerns about economic growth and unemployment. Small businesses, defined as having fewer than 500 employees, have played an important role in net employment growth during previous economic recoveries. However, recent data show that net employment growth at small businesses is not increasing at the same rate as in previous economic recoveries. Some have argued that current economic conditions make it imperative that the federal government provide additional resources to assist small businesses in acquiring capital necessary to start, continue, or expand operations and create jobs. Others worry about the long-term adverse economic effects of spending programs that increase the federal deficit.

Since small businesses have historically created a disproportionately large share of new jobs, this book analyses the factors that lead new businesses without employees to hire their first employee. This is a significant aspect of small business job creation. Given that about three in four small businesses do not have employees, these non-employer businesses present an important source of potential new jobs. Non-employer firms -- businesses without employees -- represent a large percentage of businesses; however, little is known about their dynamics (entry and exit). This book seeks to illustrate basic statistics about the prevalence of entry and exit for non-employers and the local conditions that led to their entry.
