With the near bankruptcy of centrally planned economies now apparent and with capitalism seemingly incapable of generating egalitarian outcomes in the first world and economic development in the third world, alternative approaches to managing economic affairs are an urgent necessity. Until now, however, descriptions of alternatives have been unconvincing. Here Michael Albert and Robin Hahnel support the libertarian socialist tradition by presenting a rigorous, well-defined model of how producers and consumers could democratically plan their interconnected activities. After explaining why hierarchical production, inegalitarian consumption, central planning, and market allocations are incompatible with "classlessness," the authors present an alternative model of democratic workers' and consumers' councils operating in a decentralized, social planning procedure. They show how egalitarian consumption and job complexes in which all engage in conceptual as well as executionary labor can be efficient. They demonstrate the ability of their planning procedure to yield equitable and efficient outcomes even in the context of externalities and public goods and its power to stimulate rather than subvert participatory impulses. We undertake the first quantitative and broadly comparative study of the structure and performance of partnership communities to our knowledge. Our study addresses several important research questions. How connected are the members of partnership communities? How can we understand the quality of the projects a community undertakes? How do political institutions shape their structure and performance? After defining partnership communities as networked communities of private firms which form the consortia that enter into long-term contractual arrangements with governments, we show how they are affected by government demand for partners. We then provide an overview of those factors predicting success in financing projects. Finally, we focus on the political economy of partnership communities. We develop and test theoretical predictions about how national institutions shape partnership communities and the quality of projects. We also investigate voters' preferences over alternative arrangements of infrastructure delivery before drawing out implications for research and practice.

With a public career spanning 62 years, Gladstone dominated the Victorian political arena. Yet he remains an enigmatic figure; a high Anglican, Tory protectionist who became leader of the Liberals, a party associated with free trade and religious Nonconformity. Michael Winstanley examines both Gladstone and the environment in which he operated, concentrating in particular on the political and social composition of the party which he led. He argues that the parliamentary `Gladstonian Liberals' were far from unqualified supporters of Gladstone and that much of his power was derived from his popularity amongst the electorate. He concludes with an assessment of Gladstone's achievements and his political legacy.
