Sahagian Chief, Electromagnetic Materials Technology Branch Deputy for Electronic Technology Hanscom AFB, MA 01731 I t should not be surprising that an event as significant as the discovery of the laser has had some con­ comitant impact on other areas of science and technology, but the extent of the impact was grossly unpredicted. Upon perusal of this bibliography, devoted to the subject of laser window and mirror materials, it becomes very apparent that the effect of the laser on materials R&D has been enormous. Several hundred papers and reports, representing millions of dollars of effort, have been promulgated over the past decade; and as new frequencies, improved tunability, higher power, and other charac­ teristics are achieved, we can expect even greater demands and requirements on the materials com­ munity. What are some of the highlights disclosec by this bibliography with regard to work already ac­ complished? First, one can note the extensive investigations into developing new materials while at the same time improving old ones. Among the latter, alkali halides, for example, have essentially had a rebirth. I n the past five years more progress has been achieved in the chemical and structural perfec­ tion of this class of materials than in the entire preceding century. Also carried along in the surge for improved laser materials have been the alkaline earth fluorides (prime candidates for 3-to 5-J,Lm ap­ plications), chalcogenides, semiconductors, oxides, and others.

Ziel dieser Studie war es, zu untersuchen, welche Kriterien und Kategorien der deliberativen B rgerschaft und des sozialen Managements im kommunalen Bildungsrat der Stadt Palmas - TO Anwendung finden. Als theoretische Grundlage dienten Studien ber Sozialmanagement und Partizipation, deliberative B rgerschaft und ihre Kategorien und Kriterien sowie ber R te auf nationaler, staatlicher und kommunaler Ebene, in denen die Feldforschung durchgef hrt wurde. Die Datenerhebung erfolgte qualitativ durch Dokumentenrecherche, Teilnahme an Sitzungen/Versammlungen als Zuh rer (w hrend 2016) und halbstrukturierte Interviews. Die Interviews wurden mit 16 (sechzehn) Ratsmitgliedern, einschlie lich Mitgliedern und Stellvertretern, gef hrt. Die Auswertung erfolgte auf der Grundlage der von Ten rio et al. (2008, 2010) entwickelten Kategorien und Kriterien zur Bewertung der deliberativen B rgerschaft. Wir kamen zu dem Ergebnis, dass der Bildungsrat der Gemeinde Palmas nur geringe Fortschritte in Bezug auf einen wirklich partizipativen, inklusiven, egalit ren, deliberativen Prozess gemacht hat, der das Gemeinwohl anstrebt, und daher auch nur geringe Fortschritte in Bezug auf deliberative B rgerschaft und soziales Management gemacht hat.

The aim of this study was to investigate which criteria and categories of deliberative citizenship and social management take place in the Municipal Education Council of the city of Palmas - TO. In terms of theoretical foundations, studies were carried out on social management and participation, deliberative citizenship and its categories and criteria, as well as on councils at national, state and municipal level, in which the field research was carried out. Data collection was qualitative in nature through documentary research, participation in meetings/assemblies as a listener (during 2016) and semi-structured interviews. The interviews were carried out with 16 (sixteen) councillors, including members and substitutes. Interpretation was based on the categories and criteria for evaluating deliberative citizenship developed by Ten rio et al. (2008, 2010). We found that the Palmas Municipal Education Council has made little progress in terms of a truly participatory, inclusive, egalitarian, deliberative process that seeks the common good, and therefore has made little progress in terms of deliberative citizenship and social management.

L'obiettivo di questo studio stato quello di indagare quali criteri e categorie di cittadinanza deliberativa e di gestione sociale si realizzano nel Consiglio Educativo Municipale della citt di Palmas - TO. In termini di basi teoriche, sono stati condotti studi sulla gestione sociale e sulla partecipazione, sulla cittadinanza deliberativa e sulle sue categorie e criteri, nonch sui consigli a livello nazionale, statale e comunale, in cui stata condotta la ricerca sul campo. La raccolta dei dati stata di tipo qualitativo attraverso la ricerca documentale, la partecipazione a riunioni/assemblee come ascoltatore (nel corso del 2016) e interviste semi-strutturate. Le interviste sono state realizzate con 16 (sedici) consiglieri, tra membri e sostituti. L'interpretazione si basata sulle categorie e sui criteri di valutazione della cittadinanza deliberativa sviluppati da Ten rio et al. (2008, 2010). Abbiamo riscontrato che il Consiglio Educativo Municipale di Palmas ha fatto pochi progressi in termini di un processo deliberativo veramente partecipativo, inclusivo, egualitario, che cerca il bene comune, e quindi ha fatto pochi progressi in termini di cittadinanza deliberativa e gestione sociale.

Recent constitutional thinking has directed its attention to the profound impact of soft norms on the way legislation is made. This book identifies the European Union's impact assessment regime as a source of these norms. In 2002, the European Commission, later followed by the European Parliament and the Council of Ministers, committed to performing rigorous assessment of the economic, social and environmental impacts of policy options before adopting (legislative) proposals.
