Federalism—the division of power between national and state governments—has been a divisive issue throughout American history. Conservatives argued in support of federalism and states' rights to oppose the end of slavery, the New Deal, and desegregation. In the 1990s, the Rehnquist Court used federalism to strike down numerous laws of public good, including federal statutes requiring the clean up of nuclear waste and background checks for gun ownership. Now the Roberts Court appears poised to use federalism and states' rights to limit federal power even further. In this book, Erwin Chemerinsky passionately argues for a different vision: federalism as empowerment. He analyzes and criticizes the Supreme Court's recent conservative trend, and lays out his own challenge to the Court to approach their decisions with the aim of advancing liberty and enhancing effective governance. While the traditional approach has been about limiting federal power, an alternative conception would empower every level of government to deal with social problems. In Chemerinsky's view, federal power should address national problems like environmental protection and violations of civil rights, while state power can be strengthened in areas such as consumer privacy and employee protection. The challenge for the 21st century is to reinvent American government so that it can effectively deal with enduring social ills and growing threats to personal freedom and civil liberties. Increasing the chains on government—as the Court and Congress are now doing in the name of federalism—is exactly the wrong way to enter the new century. But, an empowered federalism, as Chemerinsky shows, will profoundly alter the capabilities and promise of U.S. government and society.

Jimmy Carter was, according to Erwin Hargrove, the first modern Democratic president to be substantially ahead of the party coalition. Concerned with issues of the future - inflation, the need for tax reform, energy shortages - Carter anticipated many questions that are only now being addressed, nearly a decade after his troubled tenure in office. The years 1976 to 1980 were difficult years for a Democrat to be president - especially difficult for a southern moderate who viewed the world in Wilsonian terms and who was politically unaligned, essentially an outsider in his party and in Washington. But Carter's inability to read or manipulate the political scene was not the only problem to beleaguer his presidency. Events such as the Soviet invasion of Afghanistan and the capture of American hostages in Iran also worked against Carter, creating situations in which no amount of political acumen could have salvaged his presidency. Hargrove places Carter in historical perspective. Examining his frequently overlooked successes, as well as his failures, Hargrove analyses both the content and the methods of Carter's policy leadership. His style of leadership is studied in the light of his beliefs and values, and of his problem-solving skills and experience. This profile draws heavily upon interviews with members of Carter's White House staff. In a consideration for Carter's domestic, economic, and foreign policies, Hargrove shows the congruence of purpose, politics, and process as a president shapes decision making. Because Carter was skilled at solving specific problems, he achieved notable successes - the Panama Canal Treaty, the Camp David Accord, and the SALT II talks - when he could keep matters in his own hands. Yet, despite such policy successes, his inability to build strong coalitions and delegate authority, exacerbated by uncontrollable world events, doomed Carter to political defeat. Throughout Jimmy Carter as President, Hargrove emphasises that in our assessment of presidents, we should evaluate skill within the historical context and thereby better understanding the ingredients of presidential success. Hargrove's effective and extensive use of interviews proves the advantages of integrating oral history into scholarly research and writing.

Combinatory logic started as a programme in the foundation of mathematics and in an historical context at a time when such endeavours attracted the most gifted among the mathematicians. This small volume arose under quite differ­ ent circumstances, namely within the context of reworking the mathematical foundations of computer science. I have been very lucky in finding gifted students who agreed to work with me and chose, for their Ph. The crisis threatens the welfare of about 160 million people in the Europe and Central Asia (ECA) region who are poor or are just above the poverty line. Using pre-crisis household data along with aggregate macroeconomic outturns to simulate the impact of the crisis on households transmitted via credit market shocks, price shocks, and income shocks this report finds that adverse effects are widespread and that poor and non-poor households alike are vulnerable. By 2010, for the region as a whole, some 11 million more people will likely be in poverty and over 23 million more people will find themselves just above the poverty line because of the crisis. The aggregate results mask the heterogeneity of impact within countries, including the concentration of the poverty impact in selected economic sectors. Meanwhile, stress tests on household indebtedness in selected countries suggest that ongoing macroeconomic shocks will expand the pool of households unable to service their debt, many of them from among the ranks of relatively richer households. In fact, already there are rising household loan delinquency rates. Finally, there is evidence that the food and fuel crisis is not over and a new round of price increases, via currency adjustments, will have substantial effects on net consumers. Lessons from last year s food crisis suggest that the poor are the worst hit, as many of the poor in Albania, Kyrgyz Republic, and Tajikistan, for example, are net food consumers, with limited access to agricultural assets and inputs.
