Princess Caddy Finds a Home tells the adventure of a small cat named Caddy, who searches for a home and people to love her. As a speech pathologist for many years, it has been the author's experience that using animals to teach articulation and language skills is highly successful. This story promotes vocabulary development (over 100 words from simple to complex), basic concepts, and answering who, what, where, when, and why questions. Not only is Princess Caddy Finds a Home educational, it's entertaining and funny as well About the Author Author Anne Higgins M.S. CCC has a master's degree in speech pathology, a B.S. from the University of Texas (Austin) and a M.S. from the University of Texas Dallas branch. Higgins worked for many years as a speech pathologist in Plano, Texas. She became the coordinator of this school district where she was responsible for thirty-five speech pathologists. During this time Higgins published an articulation kit for severe speech disorders. The kit was very successful and was in publication for twenty years. Later, Higgins moved to Scottsdale, Arizona, where she worked with three- and four-year-old hearing impaired children. At the same time, Higgins worked on speech and language skills with autistic students and severely delayed mentally handicapped students.

The aim of this study was to investigate which criteria and categories of deliberative citizenship and social management take place in the Municipal Education Council of the city of Palmas - TO. In terms of theoretical foundations, studies were carried out on social management and participation, deliberative citizenship and its categories and criteria, as well as on councils at national, state and municipal level, in which the field research was carried out. Data collection was qualitative in nature through documentary research, participation in meetings/assemblies as a listener (during 2016) and semi-structured interviews. The interviews were carried out with 16 (sixteen) councillors, including members and substitutes. Interpretation was based on the categories and criteria for evaluating deliberative citizenship developed by Ten rio et al. (2008, 2010). We found that the Palmas Municipal Education Council has made little progress in terms of a truly participatory, inclusive, egalitarian, deliberative process that seeks the common good, and therefore has made little progress in terms of deliberative citizenship and social management.

Impact Assessment in EU Lawmaking

Impact Assessment in EU Lawmaking

Anne C.M. Meuwese

Recent constitutional thinking has directed its attention to the profound impact of soft norms on the way legislation is made. This book identifies the European Union's impact assessment regime as a source of these norms. In 2002, the European Commission, later followed by the European Parliament and the Council of Ministers, committed to performing rigorous assessment of the economic, social and environmental impacts of policy options before adopting (legislative) proposals. Applying a constitutional lens to this regulatory topic, Anne Meuwese examines both the details and the framework of IA in EU lawmaking to date, drawing attention to its strengths, its contradictions, and its power to enhance the deliberative quality of legislative debates.Integrating the perspectives of political scientists and economists with the concerns of legal scholars and practitioners, Dr Meuwese describes and interrelates such aspects of the subject as the following: the potential role of impact assessment as a catalyst of legal principles, by emphasising or overriding norms that govern both the procedural and the substantive aspects of the EU legislative process; the constitutional tasks of impact assessment as applied to European legislative proposals, especially relating to subsidiarity, proportionality, and the precautionary principle; the formal and informal extension of the scope of impact assessment beyond the co-decision procedure; the question whether impact assessment crosses the line between informing the legislator and fettering legislative discretion. In the course of her analysis, Dr Meuwese develops models for possible usages of IA in EU lawmaking, analyses the implementation of impact assessment processes in the European Commission, the European Parliament and the Council as well as the roles of relevant co-actors, and offers results of empirical research in the forms of a survey of EU legislative practice and in-depth case studies of four EU legislative dossiers."Impact Assessment in EU Lawmaking" is a significant milestone in a number of emerging legal debates around Europe's constitutional future, accountability regimes, meta-regulation, and the growing awareness of de facto binding norms. Its vital implications reach far into the future, not only for EU legislation but for the entire field of constitutional law as it adapts to prevailing structures of public power everywhere.

Enabling Privacy Preserving Data Analytics

Enabling Privacy Preserving Data Analytics

This book highlights the importance of digital privacy as an allied and supporting field to cybersecurity. The authors aim to underscore the fact that digital privacy is important sub-field of cybersecurity and must be differentiated from the social science and digital humanities view of privacy. This book discusses digital privacy from various viewpoints in relation to cyber-security. The authors begin with Chapter 1, by emphasizing the fact that digital privacy must be viewed and addressed as a collective (and not an individual) problem. Therefore, solutions designed must include several perspectives ranging from decision making algorithms that assess the cost-benefit ratio for all parties involved in the digital operation. In Chapters 2, 3, 4 and 5, the authors discuss the implications from the adversarial and benign perspectives, of transforming data to ensure privacy. The authors also discuss performance, and some solutions to help alleviate this especially in scenarios involving large data and/or low powered/processing systems. In Chapters 6 and 7, the authors discuss the benefits of supporting user decision making and preventing privacy breaches that arise from inadvertent disclosures of sensitive personal information. Chapter 8 discusses possible avenues for future work centred around aspects, such as data transformation to support privacy preserving machine learning, privacy decision making and disclosure risks. This book targets researchers working in digital privacy and cybersecurity as well as advanced-level students studying this field. Policy makers in governments and organizations will also find this book to be a valuable resource.
