In C te d'Ivoire hatte der bewaffnete Konflikt von 2002 zahlreiche menschliche und materielle Auswirkungen auf die Gebiete im Nordwestzentrum (CNO) des Landes. Die Stadt Bouak im Zentrum des Landes, die Hochburg der bewaffneten Rebellen, war Schauplatz mehrerer Auseinandersetzungen, die zu einer massiven Vertreibung der Bev lkerung und zur Schlie ung zahlreicher Einrichtungen, darunter auch der Universit t, f hrten. Ziel der vorliegenden Studie ist es, anhand einer qualitativen Untersuchung die Mechanismen zu verstehen, die entwickelt wurden, um den Unterricht und sogar den Betrieb der Einrichtung w hrend dieser sozio-politischen Krise aufrechtzuerhalten. Die Untersuchung umfasste 72 Einzelinterviews mit internen und externen Akteuren der Einrichtung sowie 04 Fokusgruppen mit Studierenden. Die Ergebnisse zeigen, dass die Verlagerung der Universit t nach Abidjan die Hauptstrategie war. Die Formen der kollektiven Mobilisierung durch das Komitee f r die Umsiedlung haben es erm glicht, ber R umlichkeiten zu verf gen, die Archive zu rekonstruieren und die Unterst tzung einiger Partner zu erhalten. In C te d'Ivoire, the armed conflict of 2002 had many consequences, both human and material, in the Central North West (CNW) areas of the country. The city of Bouak , located in the center of the country, was the site of several clashes that led to the massive displacement of the population and the closure of many services, including the university. This study aims to understand, through qualitative research, the mechanisms developed to maintain the teaching and even the functioning of the structure during this socio-political crisis. The survey consisted of 72 individual interviews with internal and external actors of the institution and 04 focus groups with students. The results show that the relocation of the university to Abidjan was the main strategy. Also, the forms of collective mobilization, through the relocation committee, made it possible to obtain premises, reconstitute the archives and obtain the support of certain partners. Between the time of its independence and 1979, Cote d'Ivoire had the best economic performance in West Africa. However, rising prices of cacao and coffee between 1977-79 created a euphoria that led to expansionist politics, inducing major problems in the country. Falling prices forced the government to borrow more and more, triggering a long period of economic and financial crisis, where adjustment loans from the World Bank did not improve the situation. Between 1979-93, per capita income was reduced by half, people became poorer, and the social services worsened. Cote d'Ivoire devaluated its currency in 1994. A new and large loan from the World Bank contributed much to the restructuring of the country's economic situation; however, improvements in the social sector lag behind. This review focuses on evaluating the relevance, effectiveness and efficiency of the World Bank's program in Cote d'Ivoire. It evaluates how appropriate the projects' objectives are, studies the means used to reach these objectives, and compares cost with results. By being selective on the issues examined, this review aims is to facilitate and influence decision making.

Almost two years after the Ouattara administration came into office, C te d'Ivoire is moving toward stability and growth, putting behind it more than 10 years of civil unrest that divided the country, impoverished the population, decimated health and social services. President Alassane Ouattara's administration achieved a number of early successes in organizing national legislative elections, originating a new national development strategy, and reinvigorating the investment climate. The government's efforts to foster economic growth, increase foreign investment, and improve infrastructure are producing results. Following a contraction of 4.7% in 2011, GDP rebounded remarkably, with growth of 8.5% in 2012 and initial IMF forecasts anticipating 8% growth in 2013. Only limited progress, however, has been achieved on national reconciliation efforts, accountability for crimes committed during the crisis years, and security sector reform. About half the population of 22 million survives on less than $2 a day; a similar proportion lives in rural areas with high illiteracy rates and poor access to services. According to the National Poverty Reduction Strategy (2009), the poverty rate worsened from 10% in 1985 to 48.9% in 2008. Transparency International ranked Cote d'Ivoire 130 out of 174 countries in its 2012 Corruption Perception report. Though there have been some indications of progress (CI ranked 154 of 182 countries in 2011) during the Ouattara administration, corruption remains endemic, and anti-corruption measures are coming up against entrenched systemic practices that hinder ambitious development plans. The provision of basic services, including health and HIV/AIDS services, continues to challenge the government, especially outside of Abidjan.
