Delegating Powers

Delegating Powers

David Epstein; Sharyn O'Halloran

Cambridge University Press
1999
sidottu
David Epstein and Sharyn O'Halloran produce the first unified theory of policy making between the legislative and executive branches. Examining major US policy initiatives from 1947 to 1992, the authors describe the conditions under which the legislature narrowly constrains executive discretion, and when it delegates authority to the bureaucracy. In doing so, the authors synthesize diverse and competitive literatures, from transaction cost and principal-agent theory in economics, to information models developed in both economics and political science, to substantive and theoretical work on legislative organization and on bureaucratic discretion. Professors Epstein and O'Halloran produce their own deductive specification of the conditions for making or delegating policy, gather a rich, original data set on delegation and discretion in the postwar era to test the propositions derived from their model, and devise appropriate statistical tests to assess the validity of their propositions. With implications for the study of constitutional design, political delegation, legislative organization, administrative law, and the role of the executive in policy making, this book redefines the study of legislative-executive relations under separate powers.

Traces and Their Antecedents

Traces and Their Antecedents

Samuel David Epstein

Oxford University Press Inc
1992
sidottu
This study investigates the distribution of traces and their antecedents. The first chapter outlines the Government and Binding theory, enabling those unfamiliar with this framework to understand the ensuing discussion. The second chapter concerns the Empty Category Principle. Argument/adjunct asymmetries are shown to follow from an independently motivated indexing algorithm, which entails that adjuncts display an impoverished indexing. The third chapter deduces the properties of A-chains from independently motivated principles, offering a thorough examination of Super-Raising, Improper Movement, and the Local Binding Condition. The final chapter challenges the standard assumptions regarding Case requirements on traces.

Derivations in Minimalism

Derivations in Minimalism

Samuel David Epstein; T. Daniel Seely

Cambridge University Press
2006
pokkari
This pathbreaking study presents a new perspective on the role of derivation, the series of operations by which sentences are formed. Working within the Minimalist Program and focusing on English, the authors develop an original theory of generative syntax, providing illuminating new analyses of some central syntactic constructions. Two key questions are explored: first, can the Extended Projection Principle (EPP) be eliminated from Minimalist analysis without loss, and perhaps with a gain in empirical coverage; and second, is the construct 'A-Chain' similarly eliminable? The authors argue that neither EPP nor the A-chain is in fact a property of Universal Grammar, but rather their descriptive content can be deduced from independently motivated properties of lexical items, in accordance with overarching principles governing derivation. In investigating these questions, a range of new data is introduced, and existing data re-analyzed, presenting a pioneering challenge to fundamental assumptions in syntactic theory.

Sporting Gender

Joanna Harper; David Epstein

The 2020 Tokyo Olympic Games are likely to feature the first transgender athlete, a topic that will be highly contentious during the competition. But transgender and intersex athletes such as Laurel Hubbard, Tifanny Abreu, and Caster Semenya didn’t just turn up overnight. Both intersex and transgender athletes have been newsworthy stories for decades. In Sporting Gender: The History, Science, and Stories of Transgender and Intersex Athletes, Joanna Harper provides an in-depth examination of why gender diverse athletes are so controversial. She not only delves into the history of these athletes and their personal stories, but also explains in a highly accessible manner the science behind their gender diversity and why the science is important for regulatory committees—and the general public—to consider when evaluating sports performance. Sporting Gender gives the reader a perspective that is both broad in scope and yet detailed enough to grasp the nuances that are central in understanding the controversies over intersex and transgender athletes. Featuring personal investigations from the author, who has had first-person access to some of the most significant recent developments in this complex arena, this book provides fascinating insight into sex, gender, and sports.

British Jacobin Politics, Desires, and Aftermaths

British Jacobin Politics, Desires, and Aftermaths

James Epstein; David Karr

Routledge
2021
sidottu
This book explores the hopes, desires, and imagined futures that characterized British radicalism in the 1790s, and the resurfacing of this sense of possibility in the following decades. The articulation of “Jacobin” sentiments reflected the emotional investments of men and women inspired by the French Revolution and committed to political transformation. The authors emphasize the performative aspects of political culture, and the spaces in which mobilization and expression occurred – including the club room, tavern, coffeehouse, street, outdoor meeting, theater, chapel, courtroom, prison, and convict ship. America, imagined as a site of republican citizenship, and New South Wales, experienced as a space of political exile, widened the scope of radical dreaming. Part 1 focuses on the political culture forged under the shifting influence of the French Revolution. Part 2 explores the afterlives of British Jacobinism in the year 1817, in early Chartist memorialization of the Scottish “martyrs” of 1794, and in the writings of E. P. Thompson. The relationship between popular radicals and the Romantics is a theme pursued in several chapters; a dialogue is sustained across the disciplinary boundaries of British history and literary studies. The volume captures the revolutionary decade’s effervescent yearning, and its unruly persistence in later years.
