Der Umweltgutachter nach der EMAS-Verordnung ist ein neu geschaffener Beruf im Bereich des Zertifizierungswesens. Durch Analyse der europaischen und nationalen Vorschriften soll erforscht werden, ob das Gutachterwesen dazu beitragen kann, beim Vollzug des europaischen und nationalen Umweltrechts mitzuwirken. Schwerpunkt bildet die Frage, ob der Gutachter verpflichtet ist, die tatsachliche Einhaltung des Rechts zu uberprufen. Bei einem Vergleich mit dem System der ISO 14000er-Reihe soll untersucht werden, inwieweit dieser neue Typus des Gutachters notwendig ist und im Wettbewerb mit den Zertifizierern nach der ISO-Norm bestehen kann.
