The measurement models employed to score tests have been evolving over the past century from those that focus on the entire test (true score theory) to models that focus on individual test items (item response theory) to models that use small groups of items (testlets) as the fungible unit from which tests are constructed and scored (testlet response theory, or TRT). In this book, the inventors of TRT trace the history of this evolution and explain the character of modern TRT. Written for researchers and professionals in statistics, psychometrics, and educational psychology, the first part offers an accessible introduction to TRT and its applications. The second part presents a comprehensive, self-contained discussion of the model couched within a fully Bayesian framework. Its parameters are estimated using Markov chain Monte Carlo procedures, and the resulting posterior distributions of the parameter estimates yield insights into score stability that were previously unsuspected.

A Cross-National Study of Adolescent Self-Image Adolescence is not, as has been previously assumed, a developmental stage that was defined after the industrial revolution. There is substan­ tial historical evidence to suggest that adolescence and youth, as a stage, was recognized by the ancient Romans, Greeks, and even Egyp­ tians. The concept survived through the Dark Ages. In Le Grand Pro­ prietaire, written in 1556, it is stated: "The third age, which is called adolescence, . . . ends in the twenty-first year . . . and it can go on till thirty or thirty-five. The age is called adolescence because the person is big enough to beget children. In this age the limbs are soft and able to grow and receive strength and vigor from natural heat" (Aries, 1962, p. 21). The span of years devoted to adolescent development varies in different cultures and with different definitions. The term adolescence is no longer equivalent to pubescence. "Adolescence" is a psycho­ social-biological stage of development that corresponds to changes in many areas which accompany the transition from childhood to adult­ hood. The working definition of adolescence we use is the stage of life that starts with puberty and ends at the time when the person has attained a reasonable degree of independence from his parents. Once in high school or its equivalent, the vast majority of teenagers have al­ ready undergone the biological changes of puberty.

SVP laws require the courts to make dispositions that protect the public from harm while at the same time respecting the civil rights of the offender. This book describes these SVP laws, their constitutionality, and aspects of their operation. Courts hear expert risk testimony based heavily on the results of actuarial risk assessment. Problems associated with this testimony include the lack of a theory of recidivism risk, bias due to human decision-making, and the insularity of scholarship and practice along developmental lines. The authors propose changes in legal standards, as well as a unified developmental model that treats sexual violence as an "evolving" condition, with roots traceable to childhood and paths that extend into adolescence and adulthood.

Since 2007, security has improved dramatically in Iraq. The U.S. and Iraqi governments - and most Iraqis - want to see both the U.S. presence there reduced and the Iraqi government and security forces assuming a greater role in providing for public security. The challenge is to effect this drawdown while preserving security and stability in the country and in the region. In response to tasking from the U.S. Congress, RAND researchers conducted an independent study to examine drawdown schedules, risks, and mitigating strategies. They identified logistical constraints on moving equipment out of the country, assessed trends in insurgent activity and the ability of Iraqi security forces to counter it, and examined the implications for the size of the residual U.S. force and for security in Iraq and the region. This book presents alternative drawdown schedules - one consistent with the Obama administration's stated intentions and two others, one somewhat slower and another faster - that are responsive to these factors.It also recommends steps that the United States can take to alleviate anticipated constraints, overcome likely resistance, and reduce the potential risks associated with a drawdown.
