As one Asian economic crisis follows another, sending shock waves through the global market, questions about the making and conduct of industrial policy in the East take on a special urgency. Observers are sharply divided as to whether the ubiquitous attempts at cooperation among competing firms in Asia have been a key to competitiveness or a corrosive form of collusion. This timely book offers a close look at the impact of industrial policies on collective action in East Asia—in Japan and Taiwan and, more briefly, in South Korea. Systematically comparative and based on interviews and original research in the local languages, it focuses on forms of collective action such as cartels, standardization, and research and development consortia in the consumer electronics and minimill steel industries. The book combines detailed case studies with analyses of the political, bureaucratic, and industrial environments in which policy is crafted. It also considers how these environments have evolved in the past decade as long-ruling conservative parties have been challenged in all three countries.Among the book's findings is a surprising disparity between the ways in which Japan and Taiwan have handled collective action policy, despite their many historical, demographic, and economic similarities. In May 1945, a small group of activists staged a “wade-in” at a whites-only beach in Miami, protesting the Jim Crow–era laws that denied blacks access to recreational areas. Pressured by the demonstrators and the media, the Dade County Commission ultimately designated the difficult-to-access Virginia Key as a beach for African Americans.The first legally recognized beach for African Americans in South Florida, Virginia Key Beach became vitally important to the community, offering a place to congregate with family and friends and to enjoy the natural wonders of the area. It would also help to foster further civil rights activism. By providing an important and tangible victory in the struggle for equal access to the coast, it became central to the struggle for civil rights in public space. Later, as Florida beaches were desegregated, many viewed Virginia Key as symbolic of an oppressive past and ceased to patronize it.At the same time, white leaders responded to desegregation by decreasing attention to and funding for public spaces in general. The beach was largely ignored and eventually shut down. However, in recent decades environmentalists, community leaders, and civil rights activists have come together to revitalize this historic landmark.In White Sand Black Beach, historian and longtime Miami activist Gregory Bush recounts this unique story and the current state of public space in South Florida, which are intimately interwoven with the history of segregation. When we first pick it up and open it, the Bible can seem confusing and perhaps even frightening. For more than 30 years, historians have rejected what they call the ‘warfare thesis’ – the idea that there is an inevitable conflict between religion and science – insisting that scientists and believers can live in harmony. This book disagrees. Taking as its starting point the most famous of all such conflicts, the Galileo affair, it argues that religious and scientific communities exhibit very different attitudes to knowledge. Scripturally based religions not only claim a source of knowledge distinct from human reason. They are also bound by tradition, insist upon the certainty of their beliefs, and are resistant to radical criticism in ways in which the sciences are not. If traditionally minded believers perceive a clash between what their faith tells them and the findings of modern science, they may well do what the Church authorities did in Galileo’s time. They may attempt to close down the science, insisting that the authority of God’s word trumps that of any ‘merely human’ knowledge. Those of us who value science must take care to ensure this does not happen.

In this timely study, Dawes defends the methodological naturalism of the sciences. Though religions offer what appear to be explanations of various facts about the world, the scientist, as scientist, will not take such proposed explanations seriously. Even if no natural explanation were available, she will assume that one exists. Is this merely a sign of atheistic prejudice, as some critics suggest? Or are there good reasons to exclude from science explanations that invoke a supernatural agent? On the one hand, Dawes concedes the bare possibility that talk of divine action could constitute a potential explanation of some state of affairs, while noting that the conditions under which this would be true are unlikely ever to be fulfilled. On the other hand, he argues that a proposed explanation of this kind would rate poorly, when measured against our usual standards of explanatory virtue.
