This 1989 second volume of Professor Williams' translation of al-Tabari's account of the early 'Abbasi empire focuses on the reigns of the son - al-Mahdi - and grandsons - al-Hadi and Harun al-Rashid - of Caliph al-Mansur, the subject of the first volume. This was the 'Golden Prime' of the empire, before the civil war between the sons of al-Rashid and the movement of the capital away from Baghdad. Also considered is the story of the Persian aristocratic family, the Barmakis, who became the real rulers under the indolent al-Rashid, until he destroyed them in a rage which astonished his contemporaries. The events are narrated through the reminiscences of eyewitnesses, woven together by the great historiographer al-Tabari (d. 923). The translator of the volume is an Islamicist who has lived many years in the Arab world and has a rare knowledge of its culture and literature.

Under Stalin’s totalitarian leadership of the USSR, Soviet national identities with historical narratives were constructed. These constructions envisaged how nationalities should see their imaginary common past, and millions of people defined themselves according to them. This book explains how and by whom these national histories were constructed and focuses on the crucial episode in the construction of national identities of Ukraine, Azerbaijan and Kazakhstan from 1936 and 1945.A unique comparative study of three different case studies, this book reveals different aims and methods of nation construction, despite the existence of one-party rule and a single overarching official ideology. The study is based on work in the often overlooked archives in the Ukraine, Azerbaijan, and Kazakhstan. By looking at different examples within the Soviet context, the author contributes to and often challenges current scholarship on Soviet nationality policies and Stalinist nation-building projects. He also brings a new viewpoint to the debate on whether the Soviet period was a project of developmentalist modernization or merely a renewed ‘Russian empire’. The book reveals that Yugoslavia realized it could use its Muslim population as ‘gate openers’ in winning lucrative business deals in the Arab world. Furthermore, the visibility and increasing number of Yugoslav Muslims in the Middle East were used for their Arabic skills to lobby for support when the war broke out.The book uncovers how Balkan Muslims have survived and adapted to their turbulent history and what contact with Muslim-majority states meant to them. Azerbaijan experienced a 'golden age' in the last decade, during which the average growth rate reached record high levels and poverty decreased significantly. On average, the economy grew by 15.3 percent per year in real terms during this period. As a result, poverty declined dramatically from 49.6 percent in 2001 to 15.8 percent in 2008. This study takes an inclusive growth approach to investigating the ways in which the country’s high growth was translated into significant poverty reduction. The report first investigates the sources of growth in Azerbaijan with an emphasis on sectoral composition and structural transformation, and then explores how growth helped to reduce poverty. Next, it analyses the sustainability and inclusiveness of the recent growth, and focuses on the structural obstacles that constrain further inclusive growth in Azerbaijan. Finally, it recommends a set of policies to overcome these obstacles.The main findings of this study call for a careful strategy in promoting further inclusive growth in Azerbaijan. Poverty is found to be reduced mainly by oil-financed social transfers and real wage growth, which in turn were made possible by Azerbaijan's sharply increasing oil revenues. However, as the share of hydrocarbon sector grew in the economy, structural transformation towards diversification and balanced growth stalled. Moreover, the sectoral composition of recent growth has not been conducive to employment creation. To further strengthen inclusiveness, therefore, there is a need for diversification and improvement in labour market outcomes. This study also identifies areas where policy adjustments can unleash further inclusive growth in the non-oil economy. These include promotion of a greater economic integration into world markets, introduction of a robust and long-term oriented fiscal rule that limits and smoothes the domestic absorption of oil revenues, removing the skill mismatches and distortionary tax incentives that may create adverse incentives in the labour market, and improving institutional aspects of the business environment. A broad strategy for promoting inclusive growth involves implementing these policies in a systematic fashion.

Science in seventeenth- and eighteenth-century Istanbul, Harun Küçük argues, was without leisure, a phenomenon spurred by the hyperinflation a century earlier when scientific texts all but disappeared from the college curriculum and inflation reduced the wages of professors to one-tenth of what they were in the sixteenth century. It was during this tumultuous period that philosophy and theory, the more leisurely aspects of naturalism—and the pursuit of “knowledge for knowledge’s sake”—vanished altogether from the city. But rather than put an end to science in Istanbul, this economic crisis was transformative, turning science into a practical matter, into something one learned through apprenticeship and provided as a service. In Science without Leisure, Küçük reveals how Ottoman science, when measured against familiar narratives of the Scientific Revolution, was remarkably far less scholastic and philosophical and far more cosmopolitan and practical. His book explains why as practical naturalists deployed natural knowledge to lucrative ends without regard for scientific theories, science in the Ottoman Empire over the long term ultimately became the domain of physicians, bureaucrats, and engineers rather than of scholars and philosophers.
