Coalition Politics and Economic Development challenges the conventional wisdom that coalition government hinders necessary policy reform in developing countries. Irfan Nooruddin presents a fresh theory that institutionalized gridlock, by reducing policy volatility and stabilizing investor expectations, is actually good for economic growth. Successful national economic performance, he argues, is the consequence of having the right configuration of national political institutions. Countries in which leaders must compromise to form policy are better able to commit credibly to investors and therefore enjoy higher and more stable rates of economic development. Quantitative analysis of business surveys and national economic data together with historical case studies of five countries provide evidence for these claims. This is an original analysis of the relationship between political institutions and national economic performance in the developing world and will appeal to scholars and advanced students of political economy, economic development and comparative politics.
Jamaat-e-Islami Hind is the most influential Islamist organization in India today. Founded in 1941 by Syed Abul Ala Maududi with the aim of spreading Islamic values in the subcontinent, Jamaat and its young offshoot, the Student Islamic Movement of India or SIMI, have been watched closely by Indian security services since September 11. In particular, SIMI has been accused of being behind terrorist bombings. This book is the first in-depth examination of India's Jamaat-e-Islami and SIMI, exploring political Islam's complex relationship with democracy and providing a rare window into the Islamist trajectory in a Muslim-minority context. Irfan Ahmad conducted extensive ethnographic fieldwork at a school in the town of Aligarh, among student activists at Aligarh Muslim University, at a madrasa in Azamgarh, and during Jamaat's participation in elections in 2002. He deftly traces Jamaat's changing position in relation to India's secular democracy and the group's gradual ideological shift toward religious pluralism and tolerance. Ahmad demonstrates how the rise of militant Hindu nationalism since the 1980s--evident in the destruction of the Babri mosque and widespread violence against Muslims--led to SIMI's radicalization, its rejection of pluralism, and its call for jihad. Islamism and Democracy in India argues that when secular democracy is responsive to the traditions and aspirations of its Muslim citizens, Muslims in turn embrace pluralism and democracy. But when democracy becomes majoritarian and exclusionary, Muslims turn radical.

Doppler Applications in LEO Satellite Communication Systems develops and presents an important class of techniques useful in the construction of little Low Earth Orbit (LEO) satellite communication systems. It centers on the very significant Doppler shift that attends communications through a LEO satellite and shows how this phenomenon can be exploited for an unexpected benefit. The techniques taught in the book are expected to be particularly attractive to system engineers because ground-based transceivers must generally compensate for the large Doppler component and therefore the necessary receiver processing loops are often already in place and expensed. This volume starts with a recounting of the characteristics of a LEO satellite and its orbit. The 2nd chapter addresses the LEO orbital geometry and reviews the Doppler effect attending LEO communications. Chapter three is focused on the important task of estimating the Doppler at a ground terminal. Appropriate signal processing algorithms are reviewed. Chapter four is concerned with predicting LEO satellite visibility. Chapters five and six are, respectively, devoted to the use of the significant LEO Doppler as an aid in a new traffic flow control protocol and as an aid for effecting communications power control. The last chapter describes MATLAB® based analysis. Doppler Applications in LEO Satellite Communication Systems provides a thorough review of the LEO Doppler phenomenon.

The factory scheduling problem, that of allocating machines to competing jobs in manufacturing facilities to optimize or at least improve system performance, is encountered in many different manufacturing environments. Given the competitive pressures faced by many companies in today's rapidly changing global markets, improved factory scheduling should contribute to a flrm's success. However, even though an extensive body of research on scheduling models has been in existence for at least the last three decades, most of the techniques currently in use in industry are relatively simplistic, and have not made use of this body of knowledge. In this book we describe a systematic, long-term research effort aimed at developing effective scheduling algorithms for complex manufacturing facilities. We focus on a speciflc industrial context, that of semiconductor manufacturing, and try to combine knowledge of the physical production system with the methods and results of scheduling research to develop effective approximate solution procedures for these problems. The class of methods we suggest, decomposition methods, constitute a broad family of heuristic approaches to large, NP-hard scheduling problems which can be applied in other environments in addition to those studied in this book.
