This monograph lays out a discussion framework for understanding the role of human-computer interaction (HCI) in public policymaking. It takes an international view, discussing potential areas for research and application and their potential for impact. The aim is to provide a solid foundation for discussion, cooperation and collaborative interaction, and to outline future programs of activity. It starts with an introduction to HCI and public policy and goes on to discuss how HCI research and practices already inform public policy, providing representative examples. It then discusses how public policy influences HCI and provides representative public policy areas that are relevant to HCI, and where HCI could have even more impact in the future. It concludes by laying out a framework for involvement and suggested actions by the HCI community in public policy internationally. This monograph summarizes the observations and recommendations from a daylong workshop at the CHI 2013 conference in Paris, France. The workshop invited the community’s perspectives regarding the intersection of governmental policies, international and domestic standards, recent HCI research discoveries, and emergent considerations and challenges. It also incorporates contributions made after the workshop by workshop participants and by individuals who were unable to participate in the workshop but whose work and interests were highly related and relevant.
The Ugly Game: The Corruption of Fifa and the Qatari Plot to Buy the World Cup
"The book that reminds you exactly what's wrong with FIFA" (Esquire UK): This meticulously reported account by two award-winning, investigative journalists at Britain's The Sunday Times explains how the 2022 World Cup was secured for Qatar--a key element in the ongoing, international FIFA controversy. When the tiny desert state of Qatar won the rights to host the 2022 World Cup, the news was greeted with shock and disbelief. How had a country with almost no soccer infrastructure or tradition, a high terror risk, and searing summer temperatures, beaten more established countries with stronger bids? The story behind the Qatari success soon developed into a global news sensation. In 2014 The Sunday Times Insight team in the UK spilled the secrets of a bombshell cache of hundreds of millions of secret documents, which were leaked by a whistleblower. In forensic detail, they reported how Mohamed Bin Hammam, Qatar's top soccer official, used his position to help secure the votes that Qatar needed to win the bid. The investigative team spent three months painstakingly piecing together Bin Hammam's activities and reporting on cash handouts, lavish junkets, and evidence of payments to soccer officials around the world. Now in this remarkable book by The Sunday Times journalists at the center of the investigation, Heidi Blake and Jonathan Calvert, comes a comprehensive account of what happened and who was involved. A bestseller in the UK, The Ugly Game is undoubtedly the biggest sporting story of recent times.

Jonathan Swift and the Vested Word

Jonathan Swift and the Vested Word

Wyrick Deborah Baker

In Jonathan Swift and the Vested Word, Deborah Wyrick argues that modern Continental and American literary theory is ""tantalizingly applicable to Swiftian texts."" Its applicability, she writes, ""stems from Swift's interest in and exploration of what are now though of as phenomenological, structuralist, poststructuralist, and new historicist concerns: how a life in language comes into being, how semiotic systems determine meaning, how texts open up their own systems to other texts and to multiple interpretations.""Wyrick investigates Swift's confrontations with three theories of language current in his day, theories that locate meaning in the thing named, in the idea behind the word, or in the response of the audience. She concludes that Swift fashioned a fourth theory of meaning, one that locates meaning in and among words themselves. Because of his fear of the anarchic potential of language, Swift attempted to invest his words with extratextual authority; yet a powerful counterforce was his desire to exploit the possibilities of language divested of stable significance. These divestitures, particularly the word-play and language games, ultimately served serious personal and social purposes.A crucial personal purpose was Swift's ability to create a textual self, which he did, Wyrick maintains, by constructing defensive transvestitures centered on clothes and money. These parallel sign systems produced Swift's greatest achievement in using the resources of language and history to effect political action. By using the entire Swift canon -- poems and prose narratives, letters and essays, sermons and satires -- Wyrick presents Swift's struggle with the inadequacies of language and its inability to answer the tremendous demands he made upon it.A UNC Press Enduring Edition -- UNC Press Enduring Editions use the latest in digital technology to make available again books from our distinguished backlist that were previously out of print. The Antitrust Paradigm

The Antitrust Paradigm

Jonathan B. Baker

Harvard University Press
2019

A new and urgently needed guide to making the American economy more competitive at a time when tech giants have amassed vast market power. The U.S. economy is growing less competitive. Large businesses increasingly profit by taking advantage of their customers and suppliers. These firms can also use sophisticated pricing algorithms and customer data to secure substantial and persistent advantages over smaller players. In our new Gilded Age, the likes of Google and Amazon fill the roles of Standard Oil and U.S. Steel.Jonathan Baker shows how business practices harming competition manage to go unchecked. The law has fallen behind technology, but that is not the only problem. Inspired by Robert Bork, Richard Posner, and the “Chicago school,” the Supreme Court has, since the Reagan years, steadily eroded the protections of antitrust. The Antitrust Paradigm demonstrates that Chicago-style reforms intended to unleash competitive enterprise have instead inflated market power, harming the welfare of workers and consumers, squelching innovation, and reducing overall economic growth. Baker identifies the errors in economic arguments for staying the course and advocates for a middle path between laissez-faire and forced deconcentration: the revival of pro-competitive economic regulation, of which antitrust has long been the backbone.Drawing on the latest in empirical and theoretical economics to defend the benefits of antitrust, Baker shows how enforcement and jurisprudence can be updated for the high-tech economy. His prescription is straightforward. The sooner courts and the antitrust enforcement agencies stop listening to the Chicago school and start paying attention to modern economics, the sooner Americans will reap the benefits of competition.
