Admiral Prueher served the U.S. Navy and the nation during a time of conflict in Southeast Asia, increasingly heated global competition with the Soviet Union, and change in how the Navy treated female, African-American, and enlisted sailors. He flew hundreds of combat missions in A-6 Intruder attack planes during the Vietnam War. He describes in detail the nature of those operations, life on board an aircraft carrier in a combat theater, and the impact of losing squadron mates to enemy air defenses. He also relates the challenge of flying from carriers at night and in stormy weather during later tours in the North Sea, the Mediterranean, and the Indian Ocean. Prueher crowned his military career as Commander in Chief, Pacific. He was a key figure in the 1996 Taiwan Strait Crisis with the People’s Republic of China. His political-military duties brought him into contact with China’s Jiang Zemin, Singapore’s Lee Kuan Yew, and other civilian and military leaders in the Pacific region. He also worked closely with the Clinton administration’s secretaries of defense William Perry and William Cohen and Secretary of State Madeleine Albright. Following his retirement from the U.S. Navy in 1999, Prueher was appointed as the U.S. Ambassador to China. He was key to settlement of the April 2001 Hainan incident with China. Other key issues during his tour in Beijing were China’s accession to the World Trade Organization and the Six-Party Talks regarding North Korea’s nuclear program.

Over the past decade, legal wagering has expanded rapidly in North America. In 1998 alone, people lost 50 billion dollars in legal betting and it is estimated that illegal wagering is twice that amount. A recent government report, based on the broadest population survey, concludes that the lifetime and pathological gamblers in the U.S. range between 4 and 10 million persons and is growing. If we include the families affected by problem gambling then the potential impact is indeed prodigious. Virtually no community in the U.S. and Canada is left untouched by entertainment or problem gambling. Treating problem gambling has evolved from a small group of practitioners in the 1980's working in specialty impatient units into an international enterprise that affects the caseload of many mental health professionals. Owing to its quiet origins, problem gambling treatment strategies are not well known throughout the clinical community. Consequently the average clinician is him/herself "learning as they go." This approach does not benefit either client or therapist. As the book's first chapter makes clear, problem gambling differs significantly from substance abuse, its nearest clinical relative. Not attending to these differences leads to poor results and clinical failure. This book is the one essential tool needed by clinicians treating or likely to treat problem gambling. In 1839, the Abbé Jacques Suchet was sent to the Algerian city of Constantine, recently conquered by French forces, to minister to the new French colonial population there. He commented favorably on the Arabs' Muslim religiosity, perhaps seeing them as fertile ground for missionary work. In the mid-1870s, when the Abbé Edmond Lambert toured another colonial Algerian city, he recorded that Arabs were inherently "liars, thieves, lazy in body and spirit" and that even their seeming piety was insincere. In the space of less than forty years, some French Catholics went from viewing Muslims in Algeria as fellow religious devotees, potential converts, and allies against French secularism to viewing them as enemies of civilization. Sacred Rivals focuses on French Catholic ideas about Islam and Arab-ness-"Catholic orientalism"-in the context of religious culture wars in France and of missionary work in colonial Algeria. It examines the way the stereotype of "Islam" was used and abused in religious and political debates in French society, as well as actual missionary encounters with Muslims in Algeria, where missionaries and their potential converts came into intimate, daily contact. It reveals that, counter-intuitively, it was sometimes the most conservative Catholics who spoke most sympathetically of Muslim religiosity. "Liberal," mainstream Catholics were often quicker to denigrate Islam as backward, fanatical, and dangerously theocratic. As Catholics increasingly came to identify with France's more secular "civilizing mission," any admiration for Islam would be eclipsed by a more racialized, colonialist view of Islam. Disillusioned with the possibility of Muslim conversion and seeking an explanation for their failure, even missionaries in Algeria joined in with racially-coded attacks on "Arab" Islam. Through stories of personal encounters, Sacred Rivals exposes the ways in which religious prejudices against Muslims transformed into racial ones, as well as the ways in which Algerian Muslims adapted, used, and resisted French culture and imperialism.

The lawsuit is the cornerstone of the civil justice system in America, and an open court the foundation of American jurisprudence. In a public setting, we resolve disputes, determine liability, and compensate injuries. In recent decades, however, more civil disputes have been resolved out of court and the outcomes have been kept secret. Fewer than 5 percent of the tens of millions of injury claims annually are actually resolved through a public trial with a jury, and the vast majority are settled out of court or through private forums, such as mediation or arbitration, with undisclosed terms. Some argue that the confidentiality of the system keeps it working efficiently and fairly; others argue that the public is being denied information about hazards that may cause harm and that a public system with no data lacks oversight. This collection of essays by leading legal scholars is the first book to approach the issue in a multidisciplinary, nonpartisan, and empirical manner. The essays provide empirical analyses and case studies of the impact of greater disclosure on various aspects of the system, ranging from settlement values to fraud, and propose several novel prescriptions for reform. With special attention to the emergence of modern mass litigation, the authors identify a number of benefits to increasing access to information, including decreased fraud, improved public understanding and confidence in the system, and lower transactions costs. The authors make policy recommendations--such as expanding access to existing databases and using technology to create new databases--that increase transparency while protecting the need for privacy.
