Zum ersten behandelt sie die Frage, inwieweit Ratings an den Finanzmarkten in ihrer derzeitigen Auspragung aus theoretischer Sicht uberhaupt eine Informationsfunktion zugeschrieben werden kann. Zum zweiten wird untersucht, ob und inwieweit das derzeit verfugbare und in der Literatur diskutierte Instrumentarium zur Loesung von Rating- und Klassifikationsproblemen transparente und effiziente Prognoseverfahren an die Hand gibt. Schliesslich wird das zusatzliche Effizienzpotential statistischer neuronaler Netze dargelegt. Dabei wird dieses Konzept gleichzeitig aus dem bisher starker mikrooekonomischen Anwendungskontext herausgeloest und dessen besondere Leistungsfahigkeit auch fur makrooekonomische Fragestellungen aufgezeigt.

In vielen Fallen ist es in der Vergangenheit zu einem Wechsel des oertlichen Verteilnetzbetreibers gekommen. Voraussetzung hierfur ist, dass der bisherige Netzeigentumer sein Netz dem neuen Netzbetreiber uberlasst, regelmassig in Form der UEbereignung. Hierfur ist nach gefestigter Praxis stets ein Kaufpreis gezahlt worden, der sich nach dem Sachsubstanz- oder dem Ertragswertverfahren richtet. Soweit derartige Netze bereits zur Zeit der Verausserung abgeschrieben waren, lasst sich aus der Stromnetzentgeltverordnung ein Verbot der Berucksichtigung des Netzwertes bei der Kaufpreisbestimmung ableiten. Eine solche Vorgabe wurde den Vertrauensschutz des Netzkaufers in die abweichende Rechtspraxis vor Inkrafttreten der Energierechtsreform 2005 nachhaltig erschuttern. Das Gutachten weist detailliert nach, dass dieser Vertrauensschutz zwingend zu berucksichtigen ist.
