Human rights based budget analysis projects have emerged at a time when the United Nations has asserted the indivisibility of all human rights and attention is increasingly focused on the role of non-judicial bodies in promoting and protecting human rights. This book seeks to develop the human rights framework for such budget analyses, by exploring the international law obligations of the International Covenant on Economic, Social and Cultural Rights (ICESCR) in relation to budgetary processes. The book outlines international experiences and comparative practice in relation to economic and social rights budget analysis and budgeting.The book sets out an ICESCR-based methodology for analysing budget and resource allocations and focuses on the legal obligation imposed on state parties by article 2(1) of ICESCR to progressively realise economic and social rights to 'the maximum of available resources'. Taking Northern Ireland as a key case study, the book demonstrates and promotes the use of a ‘rights-based’ approach in budgetary decision-making.The book will be relevant to a global audience currently considering how to engage in the budget process from a human rights perspective. This report's authors examine the contributions of overseas campaigning instruments to U.S. strategic goals. The authors conducted statistical analyses of the relationships between these tools and deterrence, access and cooperation, and partner stability and developed rough-order-of-magnitude cost estimates for these instruments to provide the foundations of a decision-support tool to inform U.S. Department of Defense campaign planning.

On August 6, 1945, the B-29 Enola Gay dropped an atomic bomb on Hiroshima, Japan, which ushered on the end of World War II. For the 50th anniversary of this major event in world history, the National Air and Space Museum of the Smithsonian Institution produced an exhibit. A controversy erupted, however, over the exhibit's historical authenticity. Veterans, for example, complained that the museum displayed a misrepresented version of history. After concisely covering the background of the Enola Gay and its mission, this study focuses on the controversy surrounding the museum exhibit. Issues covered include casualty figures, ethical questions, and political correctness, among others. The viewpoints of such groups as museum personnel, exhibit organizers, veterans, and historians are covered. Appendices offer information on content analysis of the National Air and Space Museum exhibit script, non-museum materials that were intended to complement the exhibit script, and the importance of full disclosure in research.

Early plans for the Whitechapel Library included provision for an unrealised weathervane. Over a century later this original intention has been achieved through Rodney Graham's Erasmus Weathervane - a glittering addition to the London skyline. This publication celebrates the inauguration of Graham's weathervane on the cupola of the Whitechapel Gallery's roof. Rodney Graham was born in 1949 in Canada and lives and works in Vancouver. He has continually worked across different mediums including photography, sculpture and installation as well as music, film, performance and writing and his work has taken the form of architectural models, books, camera obscuras, wallpaper and musical scores.
