In this book, the authors examine the governance of marine protected areas (MPA), and in particular they compare two different forms of governance – co-management (CM) and adaptive co-management (ACM). CM is characterized by the decentralization of the decision-making process, incorporating the governed as well as the government. ACM is characterized by the dynamic process whereby co-management decision-making is made continuously responsive to the changing ecological and socio-economic circumstances of the MPA. The authors carry out a comprehensive critical analysis of CM and ACM before applying these concepts to the case study of the Cayos Cochinos Marine Protected Area off Honduras to assess two successive management cycles, 2004-9 and 2008-13. The area was designated as an MPA in 1993, a governmental decision which was met with resentment by local communities. CM was introduced in 2004 to involve these local stakeholders in the decision-making process, but achieved limited success. In an attempt to deal with these deficiencies, ACM was adopted in the second management plan in 2008, but whereas the position of the local communities improved, it tipped the scales too far away from conservation. A third management plan is currently being prepared that promises to strike a better balance between ecological and socio-economic objectives. A central theme of the book is to examine how far the CCMPA adhered to the principles of CM and ACM respectively in its first two management plans.

Deforestation in tropical rainforest countries is one of the largest contributors to human-induced climate change. Deforestation, especially in the tropics, contributes around 20 per cent of annual global greenhouse gas emissions, and, in the case of Indonesia, amounts to 85 per cent of its annual emissions from human activities. This open access report presents findings from the five Latin American countries that participated in the second cycle of the IEA International Civic and Citizenship Education Study (ICCS 2016). ICCS 2016 investigated the ways in which a range of countries are preparing their young people to undertake their roles as citizens during the second decade of the 21st century. The study also responded to new challenges in civic and citizenship education, and its findings allow robust comparisons of lower-secondary students’ attitudes to and perceptions of a wide range of aspects related to civics and citizenship.The results presented in this report come mainly from data collected via a regional Latin American student questionnaire. The findings provide insights into Latin American lower-secondary students’ thoughts on government practices (e.g., corruption and authoritarian government), their attitudes toward peaceful coexistence (e.g., use of violence, disobedience to the law, empathy), and their perceptions of diversity in society (e.g., tolerance of and discrimination against minorities and homosexuals). Four of the five participating Latin American countries also participated in the previous cycle of this study (ICCS 2009), making it possible to explore changes in young people’s civic-related perceptions and attitudes between 2009 and 2016.Data from the international part of the study (test and questionnaire) were used to review the extent to which region-specific perceptions relate to other factors such as students’ level of civic knowledge and students’ socioeconomic and educational contexts.
