This book provides an English translation of the early fundamental contributions of Lothar Meyer (1830-1895) regarding his independent discovery, coincident with that of Dmitrii Mendeleev, of the periodic system of the elements. Although an English translation of the 5th edition of Meyer´s book Modern Theories of Chemistry and their Significance for Chemical Statics was published in 1888, this will be the first time that these crucial early texts will be available in English. These writings reveal details regarding Meyer´s research pathway to the idea of periodicity and to an arrangement of the chemical elements in tables and graphs.An introductory commentary and interpolated editorial footnotes to the texts clarify the (physico)-chemical background regarding the various shifts in thought during the crucial period from 1860 to the early 1870s. A short biography of Lothar Meyer completes the book.The volume includes a complete translation of the first edition of Modern Theories of Chemistry and their Significance for Chemical Statics (1864), the ground-breaking paper “The Nature of the Chemical Elements as a Function of their Atomic Weights” in Annalen der Chemie und Pharmacie, suppl. vol. 7 (1870), 354-64, and portions of the revised second edition of Modern Theories of Chemistry and their Significance for Chemical Statics (1872).

This book undertakes a fundamental review of the existing international system of taxing business profit. It steps back from the current political debates on how to combat profit shifting and how taxing rights over the profits of the digitalized economy should be allocated. Instead, it starts from first principles to ask how we should evaluate a tax on business profit—and whether there is any good rationale for such a tax in the first place. It then goes on to evaluate the existing system and a number of alternatives that have been proposed. It argues that the existing system is fundamentally flawed, and that there is a need for radical reform. The key conclusion from the analysis is that there would be significant gains from a reform that moved the system towards taxing profit in the country in which a business made its sales to third parties. That conclusion informs two proposals that are put forward in detail and evaluated: the Residual Profit Allocation by Income (RPAI) and the Destination-based Cash Flow Tax (DBCFT). The book is authored by group of economists and lawyers—the Oxford International Tax Group, chaired by Michael P. Devereux. It draws insights from both economics and law—including economic theory, empirical evidence on the impact of taxes, and an examination of practical issues of implementation—to assess the existing system and to consider fundamental reforms. This book will be useful to tax policy makers, tax professionals, academics, and anyone interested in tax policy.

About the Second Printing:The authors have taken the opportunity presented by the second printing of this book to make a very few changes in the text. We became conscious, after the book was published, of occasionally imposing on the reader our own emotional reactions, and it is these subjective expressions which we have modified or deleted. A collection of 168 documents in the form of official letters from military personnel, Indian Agents, and unsigned articles in California newspapers dating from 1847 to 1865 dealing with the treatment of California Indians will be published shortly by the Peregrine Press of Santa Barbara. These documents will provide some of the original material which was used in writing The Other Californians and may, therefore, be looked on as a companion volume. From the Preface to the first printing:It is the authors' hope to provide in this book a social history of non-Anglo ethnic groups in California's past as illustrated by attitudes of prejudice and acts of discrimination directed against these groups. Historians have been aware that racial prejudice was displayed by California whites, but in general they have treated the subject as though it was an unimportant one, perhaps because race prejudice in the last century was not always considered inhumane in the collective conscience of Americans. We have drawn our information from many sources, and we have quoted liberally in the belief that the wording of the original accounts illustrate the atmosphere of the times much more objectively and forcefully than anyone could describe it. Long documents have not been incorporated into the text, but have been collected at the end in a separate section.
