In the current landscape of party polarization, this contentious process has become far more chaotic, leading to the public perception that the House and Senate are unwilling or unable to compromise and calling into question the effectiveness of the bicameral system itself. With The Congressional Endgame, Josh M. Ryan offers a coherent explanation of how the bicameral legislative process works in Congress and shows that the types of policy outcomes it produces are in line with those intended by the framers of the Constitution. Although each bargaining outcome may seem idiosyncratic, the product of strong leadership and personality politics, interchamber bargaining outcomes in Congress are actually structured by observable institutional factors. Ryan finds that the characteristics of the winning coalition are critically important to which chamber “wins” after bargaining, with both conference committees and an alternative resolution venue, amendment trading, creating policy that approximates the preferences of the more moderate chamber. This push was especially felt within education, the primary vehicle for modernizing the postwar world from the ground up.Hall-Dennis and the Road to Utopia explores this moment of renewal through a powerful and influential education reform project: 1968's Living and Learning: The Report of the Provincial Committee on Aims and Objectives of Education in the Schools of Ontario. The Hall-Dennis report, as it became known, urged Ontarians to accept a new vision of education in which students were no longer organized in classes, their progress no longer measured by grades, and their experience no longer characterized by the painful acquisition of subjects, but rather by a joyous and open-ended process of learning. This new, democratic system of education was associated with the highest ideals of postwar progress, liberalism, and humanism, yet its recommendations were paradoxically both profoundly radical and fundamentally conservative. Founded in 1934, the NAEB began as a disorganized collection of undersupported university broadcasters. Shepperd traces the setbacks, small victories, and trial and error experiments that took place as thousands of advocates built a media coalition premised on the belief that technology could ease social inequality through equal access to education and information. The bottom-up, decentralized network they created implemented a different economy of scale and a vision of a mass media divorced from commercial concerns.
