Drawing on first-hand experiences and insights, the author deeply investigates the realities of a longstanding aid recipient, Bangladesh, and argues that without a political economy approach, one cannot understand the realpolitik of development aid. As an emerging economy from the global south, Bangladesh has been a longstanding partner and recipient of international aid since 1971. Bangladesh has also been active in the global discussions leading to redefining the new narrative and arguments for the new aid regime since the beginning of this century. Building on the analysis of Bangladesh's aid relations, the book shows that there has not been any qualitative shift in aid behavior in the new aid regime that set new norms after the end of the Cold War to ensure recipients' ownership and welcomed an expanding aid landscape by integrating emerging economies from the Global South for achieving better development results. The book analyzes the role of different actors in the development partnership, both traditional and emerging donors - such as China and India, and their partnership practices. It examines different forms of aid and their changing perspective, particularly technical assistance. Based on more than two decades of research and profound insider observations, the book debunks the myth that Southern providers could be more benign to their partners. The arguments placed in the book expose that there is no difference between traditional and emerging donors in ensuring donors' business and strategic interests. While donors continue to ensure their interests in providing aid, the Realpolitik of the situation in the recipient country shows that there is a specific economic and political agenda in pursuing aid. Presenting a comprehensive picture of Bangladesh's aid partnership, through the lens of new development partnership principles and narratives of development aid, this book will be of interest to scholars and researchers of aid and development studies and political science as well as South Asian Studies. This book analyses efforts of Bangladeshi government and NGOs to strengthen local governance, and identifies the challenges posed by collaboration with NGOs. Presenting a dominantly qualitative study, the analysis explores whether engagement between the Sharique project to strengthen local governance and the Union Parishads has translated into success. In doing so, it argues that evidence points to a positive impact on institutionalising good governance and fiscal autonomy through widening participation in planning and decision-making, reinforcing accountability of functionaries and enhancing tax collection. Furthermore, this book demonstrates that the collaboration has aided the process of development of social capital between officials of councils and NGOs, as well as amongst the community members, encouraging future partnership governance. However, with the phasing out of the project as a propelling force, it also shows that the results fall short of being sustainable and, as such, that statuary support, unequivocal political commitment, and incentivising engagements are required to stabilise outcomes.Bridging a gap in the Development Studies literature, this book presents new findings on the collaboration of NGOs at the local level. In rebuilding conflict-affected states, a major portion of foreign aid focuses on reforming public finance management systems and supporting annual budgets. But how budgets are allocated and how reforms take shape in practice remain critical questions.This book analyses the politics of reform and budget allocation in the most expensive liberal state building effort in history: Afghanistan. Through a detailed political economy analysis, it explores the origin, continuity, and evolution of Afghanistan’s centralized public finance management system. Such centralization, readopted in the 2004 Constitution, constrained local participation, perpetuated inequities, and undermined predictability and transparency. Key reforms including the “Provincial Development Planning Guideline” and “Provincial Budgeting Policy” aimed to address these shortcomings but failed due to political resistance, elite capture, and structural inefficiencies. The analysis reveals informal dynamics behind the allocation of discretionary development budget consisting of the Afghan central government’s political considerations (political relationship, political importance, and strength and weakness of local administrations) and lobbying strategies of local actors. This dynamic enabled the central government to continue to use public funds for purchasing political legitimacy to remain in power.Afghanistan’s case highlights the limits of externally driven state-building that prioritizes centralization over local dynamics. The book offers key lessons on inclusive governance, structural barriers, and sustainable public finance reforms in conflict-affected states.
