Negotiations on an international commodity policy have been the central issue on the North-South agenda for the past three years. They also can be seen as the first major effort to give substantive meaning to the Third World's desire not only for a new regime for the world's raw commodity trade but also for a New International Economic Order. Yet various obstacles have impeded successful North-South bargaining, and the negotiations remain at a stalemate. Focusing on the bargaining process between developed and developing countries in the United Nations Conference on Trade and Development, Robert Rothstein analyzes the factors that have inhibited successful negotiation and suggests ways in which these obstacles might be removed. The first part of the book focuses on the specifics of the commodity debate, while in the second part the author attempts to explain the causes of delay, misunderstanding, and mistrust within the negotiating process. Assessing the possibility of devising an effective bargaining policy among unequal parties with conflicting values and interests, Professor Rothstein suggests a number of structural, institutional, and conceptual reforms. This book takes an entirely new approach to the evolution of cities and of societies in premodern periods. Refining the theory advanced in his earlier study of China and Japan, Gilbert Rozman examines the development of Russia over several centuries with emphasis on the period immediately preceding the Industrial Revolution. He makes possible comparison of urbanization in five countries (including England and France as well as Russia) and develops a systematic framework for analyzing cities of varying size. Treatment of Russia includes a history of urban development prior to 1750, an examination of late eighteenth-century social structure as it related to cities, and a study of regional variations in urbanization. The author presents a wealth of information until now unavailable in English. Since this information is provided in a format similar to that used in the earlier book, data on Russia can readily be placed in broad perspective. Comparisons with the other countries show that Russia's development was less slow than has been supposed. Separate sections on England and France supply estimates of the number of settlements at each level of their urban hierarchies. Originally published in 1976. In occupied Egypt, British governmental programs were closely related to England's needs as an imperial power since Egypt was occupied because of its strategic position along the route to India. British presence there, however, inevitably led to modernization during the 32 years of British rule. During the first period the British were preoccupied with the prospect of imminent withdrawal. The second period emphasized programs for such reforms as hydraulic and agricultural modernization, wider education, and urban development. The final period covered the emergence of Egyptian nationalism, whose goals proved incompatible with British rule of Egypt in spite of efforts to deal with nationalism by repression or conciliation. The two decades that followed World War II witnessed the end of the great European empires in Asia and Africa. Robert Tignor's new study of the decolonization experiences of Egypt, Nigeria, and Kenya elucidates the major factors that led to the transfer of power from British to African hands in these three territories. Employing a comparative method in order to explain the different decolonizing narratives in each territory, he argues that the different state policies toward the private business sector and foreign capital were the result of nationalist policies and attitudes and the influence of Cold War pressures on local events. Using business records as well as official government sources, the work highlights the economic aspects of decolonization and weighs the influence of nationalist movements, changes in metropolitan attitudes toward the empire, and shifts in the international balance of power in bringing about the transfer of authority. The author concludes that the business communities did not play decisive roles, adhering instead to their time-honored role of leaving political issues to colonial officials and their nationalist critics. Tignor also finds that the nationalist movements, far from being ineffective, largely realized the primary goals of nationalist leaders that had been articulated for many decades.
