"Over the past two decades Americans have become increasingly skeptical about the benefits of community growth and hostile to new taxes--while continuing to demand improvements in local services. One response to this tension has been a burgeoning movement to raise public revenue by regulating growth. In this timely book, the authors explain that most growing localities now require private developers to finance public improvements as a condition for receiving permits to build. These permit conditions, known as ""exactions,"" are most commonly used to ensure that infrastructure capacity will be adequate to serve the occupants of new real estate developments and to lessen the harmful effects of these developments on other local citizens. Exactions are often used to finance new roads, water and waste disposal facilities, and public open space, but some communities have begun to require developer financing for such services as day care, job training, low-cost housing, and ride sharing. The authors see the dramatic growth of exaction financing as an epochal shift in the character of American land use regulation. A function once isolated from the local government mainstream is now close to heart of fiscal and public works decisionmaking. Politicians find exactions an extremely valuable tactic for resolving land use conflict. From the Mesoamerican highlands to the Colca Valley in Peru, pre-Columbian civilizations were bastions of power that have largely been viewed through the lens of rulership, or occasionally through bottom-up perspectives of resistance. Rather than focusing on rulers or peasants, this book examines how intermediate elites both men and women?helped to develop, sustain, and resist state policies and institutions. Employing new archaeological and ethnohistorical data, its contributors trace a 2,000-year trajectory of elite social evolution in the Zapotec, Wari, Aztec, Inka, and Maya civilizations. This is the first volume to consider how individuals subordinate to imperial rulers helped to shape specific forms of state and imperial organization. Taking a broader scope than previous studies, it is one of the few works to systematically address these issues in both Mesoamerica and the Central Andes. It considers how these individuals influenced the long-term development of the largest civilizations of the ancient Americas, opening a new window on the role of intermediate elites in the rise and fall of ancient states and empires worldwide. The authors demonstrate how such evidence as settlement patterns, architecture, decorative items, and burial patterns reflect the roles of intermediate elites in their respective societies, arguing that they were influential actors whose interests were highly significant in shaping the specific forms of state and imperial organization. Their emphasis on provincial elites particularly shifts examination of early states away from royal capitals and imperial courts, explaining how local elites and royal bureaucrats had significant impact on the development and organization of premodern states. Together, these papers demonstrate that intricate networks of intermediate elites bound these ancient societies together, nd that competition between individuals and groups contributed to their decline and eventual collapse. This book considers the pollutants formed by the combustion of solid biomass fuels. The availability and potential use of solid biofuels is first discussed because this is the key to the development of biomass as a source of energy.This is followed by details of the methods used for characterisation of biomass and their classification.The various steps in the combustion mechanisms are given together with a compilation of the kinetic data. The chemical mechanisms for the formation of the pollutants: NOx, smoke and unburned hydrocarbons, SOx, Cl compounds, and particulate metal aerosols are given in detail. Combustion kinetics required for the application for design purposes are given. Examples are given of emission levels of a range different types of combustion equipment. Data is given of NOx, particulates and other pollutant arising from combustion of different fuels in fixed bed combustion, fluidized bed combustion and pulverised biomass combustion and co-firing. Modeling methods including computational fluid dynamics for the various pollutants are outlined. The consequential issues arising from the wide scale use of biomass and future trends are then discussed. In particular the role of carbon capture and storage in large biomass combustion plants is considered as well as the opportunity of reducing the concentration of atmospheric concentration of carbon dioxide.
