Grounded in extensive qualitative empirical research conducted globally, the book shows that the transnational legal process for REDD+ has created both serious challenges and unexpected opportunities for the recognition and protection of indigenous and community rights. When two of us (Jifi Kolbek, Miroslav Sriltek) were working in North Korea on the Czech­ Slovak field expeditions of the early 1990s, we did not think initially of comparing our results with the vegetation of surrounding areas or of writing a book. Our efforts mainly involved observing and documenting the vegetation as completely as possible and initial recognition of vegetation units. At first we focused on the most obvious vegetation types, but eventually also any important types that we could discern. Later we focused more on forests, since almost ali of northeastern Asia has forest potential and forests stiH do form the landscape matrix in most areas. First we studied suburban woods and forests, most of which are strongly affected by human activities. Later, though, we also had chances to visit and study lovely mountain regions, including Myohyang-san, Kumgang-san, Su­ jang-san, and the high, especially beautiful Changbai-shan on the border between North Korea and China. The Changbai-shan is the highest mountain system in the Korean Peninsula, including the highest peak Paektu-san. We gradually changed our goal from an evaluation of forest data from North Korea to comparison with available field data and literature sources from comparable surrounding areas. These include South Korea, the Russian Far East, northeastern China (Manchuria), and northem Japan, including the Kuril Islands. Finally we decided to prepare a preliminary survey of the forest vegetation of the Russian Far East and eventually of aII of northeastem Asia, which would be published in English.

Although forest policy is an established course in most European university forestry curricula, apart from a special predilection of the teacher, its content varies from country to country according to the position of the forest sector in the domestic economy and society. In some countries, forestry is the backbone of a strong wood-processing industry, in others, recreational uses and amenity values of forests dominate. Despite these differences, all countries have in common the fact that the diversity of interests in forests has increased. Although timber production will not lose its importance in the future, as timber is a renewable resource, the demand for non-wood products and services has increased considerably. This is best reflected by the new notion of sustainable forest management which strives at the reconciliation of economic, ecological, social, cultural and spiritual interests in forests. In addition, the diversity of stakeholders has increased. Forestry is no longer solely the topic of forest associations and forest administration, but also of a multitude of governmental and non-governmental organisations dealing with activities which either affect forest management or are affected by it. Finally, the relationships of the various stakeholders, with diverse interests and varying empowerment, have become more complex, because in some issues the relationships are compatible, and in others, not. Bargaining on forest issues no longer takes place on a national level alone, but also on European and international levels, because many forest policy issues are transboundary.

This book has been developed as a forest inventory textbook for students and could also serve as a handbook for practical foresters. We have set out to keep the mathematics in the book at a fairly non-technical level, and therefore, although we deal with many issues that include highly sophisticated methodology, we try to present first and foremost the ideas behind them. For foresters who need more details, references are given to more advanced scientific papers and books in the fields of statistics and biometrics. Forest inventory books deal mostly with sampling and measurement issues, as found here in section I, but since forest inventories in many countries involve much more than this, we have also included material on forestry applications. Most applications nowadays involve remote sensing technology of some sort, so that section II deals mostly with the use of remote sensing material for this purpose. Section III deals with national inventories carried out in different parts of world, and section IV is an attempt to outline some future possibilities of forest inventory methodologies.
