Perpetuating the Pork Barrel

Perpetuating the Pork Barrel

Robert M. Stein; Kenneth N. Bickers

Cambridge University Press
1997
pokkari
This book details the policy subsystems - links among members of Congress, interest groups, program beneficiaries, federal and subnational government agencies - that blanket the American political landscape. Robert Stein and Kenneth Bickers have constructed a database detailing federal outlays to Congressional districts for each federal program, and use it to examine four myths about the impact of policy subsystems on American government and democratic practice. These include the myth that policy subsystems are a major contributor to the federal deficit; that once created, federal programs grow inexorably and rarely die; that to garner support for their programs, subsystem actors seek to universalize the geographic scope of program benefits; and that the flow of program benefits to constituencies in congressional districts ensures the re-election of legislators.
This Time Is Different

This Time Is Different

Carmen M. Reinhart; Kenneth S. Rogoff

Princeton University Press
2011
pokkari
Throughout history, rich and poor countries alike have been lending, borrowing, crashing--and recovering--their way through an extraordinary range of financial crises. Each time, the experts have chimed, "this time is different"--claiming that the old rules of valuation no longer apply and that the new situation bears little similarity to past disasters. With this breakthrough study, leading economists Carmen Reinhart and Kenneth Rogoff definitively prove them wrong. Covering sixty-six countries across five continents, This Time Is Different presents a comprehensive look at the varieties of financial crises, and guides us through eight astonishing centuries of government defaults, banking panics, and inflationary spikes--from medieval currency debasements to today's subprime catastrophe. Carmen Reinhart and Kenneth Rogoff, leading economists whose work has been influential in the policy debate concerning the current financial crisis, provocatively argue that financial combustions are universal rites of passage for emerging and established market nations. The authors draw important lessons from history to show us how much--or how little--we have learned. Using clear, sharp analysis and comprehensive data, Reinhart and Rogoff document that financial fallouts occur in clusters and strike with surprisingly consistent frequency, duration, and ferocity. They examine the patterns of currency crashes, high and hyperinflation, and government defaults on international and domestic debts--as well as the cycles in housing and equity prices, capital flows, unemployment, and government revenues around these crises. While countries do weather their financial storms, Reinhart and Rogoff prove that short memories make it all too easy for crises to recur. An important book that will affect policy discussions for a long time to come, This Time Is Different exposes centuries of financial missteps.

The story begins in 1848, when the Moravian Brethren sold 274 acres of farmland to investors who resold them as building lots. By 1855, Asa Packer had laid the tracks of his Lehigh Valley Railroad along the Lehigh River, bringing coal from Carbon County to markets in New York and Philadelphia. Industries rapidly grew, with the Pennsylvania and Lehigh Zinc Company in 1853 and the Saucona Iron Company in 1857. By 1865, South Bethlehem became a borough. Charles M. Schwab headed the former Iron Company in 1906, renaming it the Bethlehem Steel Corporation, and was instrumental in uniting the Bethlehems as one city in 1918. Countless immigrants shaped the tone of this region. Today the Sands Casino occupies part of the former Bethlehem Steel site. It is the future home of art and music venues that will contribute to a city already known for its historic and cultural heritage.?

Originally developed at Toyota, the approach to manufacturing known as Kanban has helped revolutionize how corporations and suppliers achieve maximum efficiency in getting products to and from the assembly line. When implemented properly, the Kanban technique minimizes waste, avoids overproduction, and ensures quick response to changes and problems. Kanban Made Simple is the first simple ‘how-to’ guide for incorporating the just-in-time ingenuity of the Kanban system into any manufacturing environment. From the Japanese word for “visual record,” the technique dictates that suppliers deliver parts to the warehouse only as they are needed, reducing storage in the production area. Using before-and-after case studies, this easy-to-follow guide contains information on establishing project goals, forming a Kanban team, and designing the process. Kanban Made Simple helps readers decide if Kanban is right for their organization, then teaches them how to train personnel and administer the program. A ready-to-use CD-ROM, included with the book, guides the Kanban team through the entire implementation process.

This is the second manual in the Combined Levels set. It is the composite of the Primary and Elementary Levels Yellow Books. Besides the skills of attention, memory and problem-solving, the student is required to reproduce two-dimensional designs onto a geoboard. The importance of an adult, or "guide", working through this process with the student is critical and makes this one of the few programs which utilize motor skills as well as a mentor working with the student as the challenges are completed.

Pursuing the Honorable argues that our modern understanding of honor, as seen through example of today’s military training, is deficient. To remedy this, the book returns to an understanding of the honorable good, especially manifested for philosophers like Aristotle and Cicero in a life of the human virtues. However, because honor as defined by the honorable good needs to be applicable to the 21st Century occidental world of liberal democratic values, the study includes careful attention to those conditions under which honor can once again become a live option. While special attention is given to military training, including concrete proposals for its renewal, what the study discovers extends to many forms of human life
