It is not the purpose of this work to propose a specific format for the settlement of the city's current difficulties with the valley, to resolve the environmental questions associated with Los Angeles's proposed groundwater pumping program, or to promote any cause associated with the developing situation in the Owens Valley. But by performing the essential historical task of separating what happened from what did not, and by distinguishing in this way the choices which have been made from those which have yet to be decided, it is my hope that this effort will help to establish that common basis for understanding which is essential for the debate over specific issues to proceed most effectively. This book, then, is scarcely the last word on the Owens Valley conflict: the final chapter, after all, has yet to be written. The story that has emerged here is at once very different and more troubling than the conventional treatments of the conflict as a simplistic political morality play. Any attempt to deal with so controversial a subject, however, is almost certain to spark controversy itself. For that reason, with the exception of a small collection of private letters, this work is constructed entirely from the published documents and other materials available to the general public, anchoring the narrative in sources the reader can consult to trace the line of my argument on any point with which he or she may disagree. In addition, the work as a whole has been reviewed for technical accuracy by officials of the Los Angeles Department of Water and Power, although the department is in no way responsible for the content of this study or the conclusions drawn from it.

Agricultural production in the semi-arid western United States is dependent on irrigation. Population in the seventeen western states has been and is expected to continue increasing. Groundwater levels are declining throughout the region with long-term pumping and increased demands leading to greater pumping lifts and costs, land subsidence, and salt water intrusion into groundwater basins. Construction and operation costs of future water development in these states will be great, both in dollars and in economic and social effects. Competition for the available water supply due to increased demands in both agricultural and non-agricultural sectors continues to increase. Although considerable attention has been given to some aspects of declining water supplies for irrigated agriculture in particular areas, this is the first volume to adress in a comprehensive manner the effects of scarce water supplies on agricultural production and the resultant impacts at regional, state, national, and international levels. Over seventy experts, representing all the major physical and social sciences as well as industries examine the issues and conclude that important decisions must be made at all levels of government and private enterprise if the prosperity and quality of life in the region are to be maintained. Specific technical, economic, institutional, and managerial solutions are recommended to forestall an impending water crisis. All segments of society--agriculturalists, urbanites, food processors, land developers, environmentalists, and others--have major stakes in the outcome of any action for future water supplies and distribution in the West. The original Tudor Latin statutes of Emmanuel College, Cambridge, are here translated for the first time by Frank Stubbings, Life Fellow and former Librarian of the College. The College was founded in 1584 by Sir Walter Mildmay, Chancellor of the Exchequer to Queen Elizabeth I. Its prime object was the training of Puritan ministers, and its graduates were prominent in the religious thought and activity of the seventeenth century. In the 1630s many (like John Harvard) emigrated for conscience sake and became a powerfully formative element in early New England. The character of the College is therefore historically important, and the basic document for it is these statutes. Dr Stubbings provides not only explanatory comments, but an introduction which elucidates the Founder's purpose by outlining the history of the University through the religious and social ups and downs of his lifetime. The statutes themselves are no mere dry bones: they tell us not only of dons and undergraduates, but of the Manciple, the cooks, the launderer and the Master's servant. The book includes also the College orders of 1588, supplementary regulations on such everyday matters as mealtimes and student behaviour. The original Latin statutes are printed at the end of the volume.
