Public Administration Research Methods

Public Administration Research Methods

Warren S. Eller; Brian J. Gerber; Scott E. Robinson

Routledge

nidottu
The best decisions made by public managers are based not on instinct, but on an informed understanding of what’s happening on the ground. Policy may be directed by ideology, but it must also be founded on reality. The challenge of making the right decisions as a public manager is often, therefore, based on the need for rigorous, actionable research. Now in a thoughtfully revised second edition, this textbook shows students of Public Administration exactly how to use both qualitative and quantitative research techniques to give them the best chance to make the right decisions.Uniquely, Eller, Gerber, and Robinson present research methodologies through a series of real-life case studies, with each chapter exploring situations where a public manager can use research to answer specific questions, demonstrating how that research can inform future policy. Taking readers through the key concepts, from research design and sampling to interviews, survey data, and more statistical-based approaches, this new edition provides a complete guide to using research in the public and voluntary sectors. New to this edition:To better orient the student, the second edition is thematically arranged. Five sections, each with a short essay, provide not only previews of the content of each section, but more importantly guide the reader through how the concepts and techniques covered relate to real-world use and application.A new chapter on applied quantitative analyses has been added to offer coverage of several commonly-used and valuable analytic techniques for decision making for policy and management: benefit-cost analysis, risk assessment, and forecasting. The second edition is accompanied by online materials containing suggested course plans and sample syllabi, PowerPoint lecture slides, and student support materials to illustrate the application of key concepts and analytic techniques. Each chapter also includes discussion questions, class exercises, end of chapter review questions, and key vocabulary to provide students with a range of further tools to apply research principles to practical situations.

Experienced authors describe all aspects of a personal librarian program, including potential campus partners, diverse student populations, marketing approaches, technology integration, various assessment methods, and common pitfalls and how to avoid them.In order to get the most out of their research, students need to understand the depth of resources and services available to them. Personal librarian programs help students—especially new ones—to feel welcome in the library and comfortable asking for assistance. They provide enhanced support and serve as students' point of contact to help them build the information literacy skills necessary to successfully navigate their academic path. Personal Librarians: Building Relationships for Student Success focuses on specific ways to connect with and to engage first-year and other new-to-campus students. The authors provide concrete guidance, informed by interviews with other librarians who have successfully implemented such programs, for librarians wishing to begin or expand programs of their own. Personal librarian programs provide opportunities for the proactive to build relationships that grow student confidence as future needs arise—and the authors, who coordinate personal librarian programs at their own institutions, demonstrate how well they work.

From museums and the preservation of old buildings to broader questions of community and identity, heritage is now a political issue. This book explores what heritage means now heritage is big business and how it is used to encourage people to identify with particular places and 'traditions', now it is entangled with capitalism. Examining a range of questions, including the way contemporary societies use heritage in the creation and management of collective identities, and how heritage is involved with the complexities of multicultural societies. As resources are poured into heritage and questions of identity enter into public discourse, this book shows how the heritage industry is used politically and commercially to shape the ways people represent themselves, and are represented, in diverse and hybrid societies.

Revised and edited, this new third edition reference covers the full scope of energy management techniques and applications for new and existing buildings, with emphasis on the "systems" approach to developing an effective overall energy management strategy. Foremost in the enhancements to the new edition is content that reflects the emphasis on conservation for "green energy" awareness. Also examined are building structural considerations, such as heat loss and gain, windows, and insulation. A thorough discussion of heating and cooling systems basics is provided, along with energy management guidelines. Also covered are energy conservation measures that may be applied for lighting systems, water systems, and electrical systems. Efficient energy management and effective conservation procedures have been very important considerations for our society for many years. An oil embargo in the 1970s and early 1980s brought about a new awareness of energy conservation. Because of various factors like loss of tax credits and efficiency standards imposed by the government, public interest dropped considerably in regard to energy conservation. A revival in energy conservation among the general public occurred following the Persian Gulf War in the early 1990s.What does the 21st century hold? Conflicts in the Middle East, high prices for petroleum, and increasing population worldwide will all be significant influences on energy and its conservation. Considerable discussion of climate change, global warming, and increased concerns in regard to our electricity supply have provided motivation for building energy demand to be more flexible. Energy Management and Conservation, Fourth Edition, provides a very practical discussion of how energy can be managed and saved in most types of buildings. This edition not only updates the previous edition but adds updated content concerning energy cost reduction/going green to improve the environment. The authors of this book have written several books that use the systems approach. Through the use of the systems approach, the reader will be able to grasp how different parts of a building fit together to form a unit that uses energy efficiently. This text provides a thorough and practical discussion of the operation of systems that are found in most types of buildings. Each system is discussed with energy management and conservation in mind/going green to save money and improve the environment. There are many ways to manage a building to accomplish efficient energy conservation. Several of the chapters have checklists at the end to summarize ways of conserving energy that relate to the chapter.Important changes in this edition include coverage of governmental requirements from agencies such as Environmental Protection Agency (EPA), United States Department of Energy (USDOE), and American Society of Refrigerating, Heating and Air-Conditioning Engineering (ASHRAE), updated as of 2022 standards. Instrumentation updates include types of sensors and the concept of "smart" devices such as meters. Addition of computer building maintenance management systems and new updates for renewable energy resources are included. Enhancements to existing systems content (such as variable frequency drives for pumps) have been carefully added.

A long tradition explains technological change as recombination. Within this tradition, this Element develops an innovative combinatorial model of technological change and tests it with 2,000 years of global GDP data and with data from US patents filed between 1835 and 2010. The model explains 1) the pace of technological change for a least the past two millennia, 2) patent citations and 3) the increasing complexity of tools over time. It shows that combining and modifying pre-existing goods to produce new goods generates the observed historical pattern of technological change. A long period of stasis was followed by sudden super-exponential growth in the number of goods. In this model, the sudden explosion of about 250 years ago is a combinatorial explosion that was a long time in coming, but inevitable once the process began at least two thousand years ago. This Element models the Industrial Revolution as a combinatorial explosion.
