Die Wende in Osteuropa 1989 brachte die Geschichte zu einem vorl ufigen Ende und einem viel versprechenden Neuanfang. Der darauf folgende Transformationsprozess, beeinflusst durch externe Faktoren wie den EU-Beitritt, lie den Wandel prim r in einem politischen und konomischen Licht erscheinen. Fast ausgeblendet blieb dagegen die Transformation des Nationalstaates im Bereich der Kultur, die durch den R ckzug des Staates, die Entstehung privater Akteure und internationale Vernetzung gekennzeichnet wurde. Die leitende Frage dieses Buches ist daher, ob der Wandel in Kultur und Kulturpolitik hnlich weitreichend war wie etwa der bergang der Staatswirtschaft zur Marktwirtschaft oder des Einparteiensystems zur Demokratie. Das Buch sucht Antworten auf diese Frage, indem es die Entwicklungen in Bulgarien nach der Wende an Hand ausgew hlter Beispiele untersucht. Neben der Textanalyse wurden im Rahmen des Projekts Interviews mit bulgarischen Experten aus Kulturpolitik, Musik, Theater, Kulturverwaltung, Literatur, Kritik und Wissenschaft, Kulturstiftungen, Veranstaltungswesen, Kunstverb nde und Fachmedien durchgef hrt.

The innate fundamental inequality between individuals implies a rough subdivision of humans into plebs and elite. A major constituent of elitist democracy is the democratic principle, postulating the eligibility of all representatives of power and leadership by the elitist circle. Social democracy tries to minimize the differences of income and wealth among population members. The democratic-elitist election mode is combined with the social distribution of riches into the social-elitist democracy with its democratic economy. All political parties become superfluous. A quantitative theory of freedom shows that this complex notion comprises an adjustable circuit of freedom. The book mainly deals with the practical establishment within several years of a democratically well-structured social order, offering maximum stability of society due to the greatest possible equality of opportunities and the smallest possible differences of income, wealth, and exertion of power among population members.

In this era of late-modern capitalism the forces of internationalization and technological innovation are transforming both global and national economies. A key feature of these transformation processes is the increasing strategic economic, political and social importance of the financial services sector to nation states and trading blocs. The increasing size and volatility of the world's financial markets underline the importance of better understanding: how financial markets work; how they should be regulated; and the significance of the problem of white collar crime in the financial services sector.
